I. PROJECT DESCRIPTION AND BACKGROUND
A. Location
1. Vicinity Map

2. The project site is located in the northwest quarter of Section 10, Township 7 North,
Range 69 West of the 6th Principal Meridian, City of Fort Collins, County of Larimer,
State of Colorado.
3. The project site is located just northwest of the intersection of Laporte Avenue and
North Taft Hill Road.
4. Much of the area surrounding the site is fully developed. The existing Lilac Apartment
site is located just to the west of the project site. The Stodgy Brewing business is
located just to the east. To the north of the site, the City of Fort Collins owns roughly
37 acres of open space.
5. The Larimer County Canal No. 2 irrigation ditch runs through the property, and has
two points of spill in a 100-year storm event. These two spill points are the primary
source of the 100-year flood zones identified within the property as discussed below.

B. Description of Property
1. The development area is roughly 22.7 net acres.

2. The subject property is currently composed of existing buildings, and landscaped areas.
Existing ground slopes are mild to moderate (i.e., 1 - 6±%) through the interior of the
property. General topography slopes from south to north; however, the front portion of
the property has an existing parking lot that slopes from north to south, towards Laporte
Avenue.
3. There are no major natural drainageways within or adjacent to the project site. Current
flood zones through the site are primarily caused by spill from the Larimer County Canal
No. 2.
4. The proposed project site plan is composed of the development of a medical building,
associated parking and extension of a public roadway which will serve as access to the
building and parking areas. Associated site work, water, and sewer lines will be
constructed with the development.

C. Flooding Source and Previous Studies
1. The subject property is not located in a FEMA regulatory floodplain. The project site is,
however, located partially within the City of Fort Collins regulated West Vine floodplain
and floodway.
2. The West Vine Basin is roughly 2350 acres in size and extends from the foothills, east of
North Overland Trail, east to North Shields Street and the Cache La Poudre River. The
majority of the basin is in unincorporated Larimer County, with roughly 15 percent of the
basin within City of Fort Collins city limits. Historically, flooding has occurred throughout
the basin, within multiple flow paths that are not well defined. Many of the basin’s
drainage facilities are considered inadequate and drainage problems occur frequently.
3. The current effective floodplain is shown in Figure 4, below. Mapping shown on the City
of Fort Collins “FC Maps” website is not consistent with a recently approved update to
floodplain mapping and modeling in the area. We have obtained updated mapping and
modeling from the City of Fort Collins, and have provided excerpts of the study, “West
Vine Basin Baseline Hydraulics Report”, by Icon Engineering, July 2020 (Ref. 1), which
these recent updates are based on.

D. Purpose of Study and Background
1. The subject property is to be developed, and grading will occur within the site to direct
flood flow safely through the site as shown on the Floodplain Workmap provided in
Appendix C. The purpose of this study is to document the proposed changes to the
current floodplain encroaching the development site.
2. The site grading design is primarily influenced by the “Southeastern Flowpath – Reach 3”,
which runs along the east side of the existing building. Grading along the east side of the
building has been designed to ensure 18-inches of freeboard from building finished floor
elevation to 100-year water surface elevation at the building upstream edge.
3. Site grading also is influenced to a lesser degree by the “Southern Flowpath – OF 2”. This
flowpath runs along the western portion of the site and through the onsite detention
pond required to meet onsite storm drainage criteria. The pond is fairly large in surface
area but relatively shallow. The pond has been modeled as ineffective conveyance up to

the spillway elevation of the pond. Unfortunately, site grading requirements have forced
the pond to be located at a location within the current effective floodplain model that is
shown as a confluence. Because of this it was necessary to shift the confluence node in
the proposed conditions model. Due to this shift we have also eliminated cross-sections
9380 and 9442 in the proposed conditions model. The location of the proposed onsite
detention pond has, perhaps, increased the complexity of the proposed conditions model;
however, we could not relocate the onsite pond to accommodate a more simplistic
hydraulic mode.
4. There is a lateral weir in the current effective model which is shown pass approximately
26 cfs from the Southern Flowpath – Reach OF2 to the Southeastern Flowpath – Reach 3.
This 26 cfs directed from east to west across the proposed development site will be
maintained. Please see Figure 5, below.
5. Grading of a landform along the northern portion of the site will maintain the current flow
directed from the Southern Flowpath-Reach OF2 lateral weir as shown in Figure 5. Flow
from this lateral weir is directed east, into the Southeastern Flow Path – Reach 3. In the
current effective model, this flow.

II. STUDY LIMITS AND MAPPING
A. Study Limits, Mapping
1. The project site is located just west of the North Taft Hill Road crossing of the West Vine
Floodplain, “Southeastern Flowpath – Reach 3” and “Southern Flowpath – OF 2”. Due to
the proposed site grading and redirection of flow through the development site,
flowpaths have been revised. Because of this, modeling cross-sections could not be held
at the same locations as in the current effective model.
2. Proposed model cross-sections are based on field surveyed topography as well as
proposed grading of the development site. Field survey of the site is referenced to the
NAVD-88 datum.
3. Study limits for “Southern Flowpath – OF 2” are from cross-section 154 to cross-section
615. Note, however, that due to the proposed site grading and redirection of flow
through the development site, flowpaths have been revised. Current Effective section 154
is in the vicinity of proposed conditions cross-section 84. Current Effective section 615
was not changed with the proposed conditions model, but has be restationed and
renamed cross-section 527 due to a shorter flowpath in the proposed conditions model.
For the “Southeastern Flowpath – Reach 3” Current Effective section 4737 is in the vicinity
of proposed conditions cross-section 4779. Current Effective section 5360 was not
changed with the proposed conditions model, and has not been restationed or renamed
and remains cross-section 5360 (although the flowpath has changed, the overall length of
the flowpath has remained the same in the proposed conditions model).
4. Control points utilized with the survey completed for the project are shown in Figure 6,
and are per the preliminary plan set:

III. HYDROLOGY AND HYDRAULICS
A. Hydrology
1. The City of Fort Collins Stormwater Utility has provided Northern Engineering with the
final version of the Icon Engineering West Vine Basin flood study (Ref. 3), as discussed
above. This model has been as the basis for all hydraulic modeling. The proposed grading
and changes due to the proposed development will not alter regional hydrology or
effective flood discharges.
2. Please see Table 1, below, summarizing effective and revised 100-year discharges with the
“Southern” and “Central” Flowpaths which are influenced by the proposed project.

B. Hydraulics
1. The City of Fort Collins Stormwater Utility has provided Northern Engineering with the
final Icon Engineering West Vine Basin flood study, completed in July 2020, as discussed
above, in HEC-RAS format. This model has been utilized as the source of baseline
modeling for all floodplain hydraulics for the proposed development site.
2. The Icon Engineering study model model was run on the computer program HEC-RAS
Version 5.0.7, by the U.S. Army Corps of Engineers and saved as the Duplicate Effective
model. Please see complete HEC-RAS model input files provided on disk with this
submittal.
3. A Proposed Conditions model was also run on the computer program HEC-RAS Version
5.0.7, by the U.S. Army Corps of Engineers. Proposed grading of the proposed with the
project, has been reflected in updated cross-sections through the project site in the
Proposed Conditions model.
4. The flow condition of the proposed model reach is steady flow, and the flow regime of the
proposed model reach is subcritical.
5. Manning’s n-values in the Proposed Conditions model for both channel and overbank
areas range from 0.032 to 0.060, based on anticipated land cover and conditions of the
development project. The Current Effective model utilized Manning’s n-values in channel
and overbank areas generally ranging from 0.030 to 0.070, as the existing site consists of
unmaintained areas with land cover ranging from high natural grasses to shrubs and trees.
The proposed condition model reflects maintained landscaped areas with grasses and
small shrubs.
IV. DISCUSSION OF RESULTS
A. Hydraulic Modeling Results
1. Results of and Proposed Conditions (PC) HEC-RAS modeling are shown along with Current
Effective (EFF) model information, are summarized in the Map Model Agreement table
provided on disk. Please also see full HEC-RAS model files provided on disk.
B. Mapping Changes
1. Please see the Floodplain Workmap provided in Appendix C, which shows 100-
year floodplain mapping changes that are to occur in the Proposed model. For
comparison, please see the July 2020 Icon Engineering West Vine Basin flood
study workmap provided in Appendix A.
2. Horizontal and vertical tie-in at the downstream end of the project is shown in the
Floodplain Workmap.
3. A new 0.5-ft floodway has been mapped through the proposed development
project site, which ties in with the 0.5-ft floodway of the draft current effective
model as shown on the Floodplain Workmap provided in the Appendix.

V. REGULATION COMPLIANCE
A. Compliance with Standards
1. Floodplain design proposed with the Salud Family Health Center complies with the City of
Fort Collins Master Drainage Plan for the West Vine Basin.
2. There are no FEMA regulatory floodplains associated with the Salud Family Health Center
development. However, the project is impacted by the West Vine Floodplain, which is a
City regulated floodplain. All provisions within Chapter 10 of the City Municipal Code shall
be adhered to.
