Box 1190 Fort Collins, CO. 80522 RE: Saddleback Subdivision Phases II., III., and IV. Dear Ms. Dickinson: Thank you for allowing the City of Fort Collins to review the extension request for Saddleback Subdivision Phases II., III., and IV. As part of the preliminary review, Saddleback Subdivision applied to the City of Fort Collins for a waiver from the public street capacity as per the Intergovernmental Agreement. This request was heard by the Fort Collins City Council and denied on September 6, 1988. The concern of the City Council was the waiver to construct the local street portion of North Taft Hill Road from Stonecrest Drive to LaPorte Avenue. It is a requirement, as specified in the I.G.A., that new development be respon- sible to construct all off -site streets to the full standards indicated on the Master Street Plan to move traffic from the proposed development to an improved arterial street system. By a 6 to 1 vote, the City Council denied this waiver. During the deliberations, the City Council also expressed a concern over the partial extension of Wakonda Drive into the Saddleback Subdivision. It was the position of City Council that the connection to Wakonda Drive be fully improved to integrate the adjacent neighborhoods. Finally, the City Council agreed that the improvements recommended in the Traffic Impact Analysis be implemented. These improvements are as follows: 1. The sight distance constraint caused by the hill on North Taft Hill Road be addressed with additional signage. 2. A northbound left -turn auxiliary lane will be required on North Taft Hill Road at Stonecrest Drive. 3. An additional southbound right -turn auxiliary lane will be required on North Taft Hill Road at Stonecrest Drive. It is the position of the City of Fort Collins Planning Staff that the extension of Saddleback Subdivision, Phases II., III., and IV. be denied or conditioned upon recommendations of the City of Fort Collins City Council.
