HomeMy WebLinkAboutCONOCO SERVICE STATION - EXPANSION OF A NON-CONFORMING USE - 57-88 - CORRESPONDENCE - STAFF'S PROJECT COMMENTSt , s Develooent Services • Planning Department City of Fort Collins July 18, 1988 Mr. Bob Gallenstein Brady Oil Company 333 West Drake Road Fort Collins, CO. 80526 Dear Mr. Gallenstein: Staff has reviewed the site and landscape plan for the expansion of the Conoco Service Station at the corner of Mulberry and Taft Hill Road and offers the following comments: As we discussed over the telephone on Monday, July 18, 1988, the City will not ask for dedication of additional right-of-way along Taft Hill Road. This is based on the lack of impact that the proposed expansion will have on the existing street system. Any future improvements to Taft Hill Road will be part of a larger capital improvement project that will include all the affected properties. Since the 128 feet of frontage along Taft Hill Road represents an incremental portion of the total future improvement, the dedication will not be needed until all the eligible frontage from adjacent properties becomes available. 2. A Drainage Report or letter from a registered engineer is required. This report or letter must verify that there is no increase in the impervious surface area. With no increase in impervious surface, the expanded use is eligible for a variance in the on -site detention requirement. The Drainage Report or letter should address contours or spot elevations which would verify grading around the proposed expansion. The report should also address any drainage impact on adjacent properties. 3. The Drainage Report or letter should also show `rhe new downspout loca- tions and the direction of the drainage path. Mr. Glen Schlueter of the Stormwater Utility is available to assist you and your engineer in meeting these requirements. 4. A note should be added to the site plan that states there will be no change to the existing street, sidewalk, curb, and gutter. All public improvements to remain as existing. 5. The site plan should more clearly show the location of the existing sidewalk, street and curb. The line that is labeled "edge of pavement" is incorrect. The actual edge of pavement is closer to the property line. Also, the existing canopy should be shown on the site plan. A sand/oil trap is required for the car wash facility. It is required to be built outside of the building. 7. If the water service size must be increased, the existing tap must be abandoned, and a new tap made. 8. If the proposed building expansion creates a conflict with the existing gas service or meter, the owner will be responsible for any costs associated with the relocation. 9. Any changes or additions to the fuel tanks, piping, or dispensers must have a separate review and permit by the Poudre Fire Authority. 10. Any changes in the signage must be reviewed and permitted in accordance with the Sign Code. 11. The following comments refer to the proposed landscaping: Area 1: The landscape table should reference that the buffalo junipers will be 5 gallon size. Also, the 2 Seedless Green Ash should be specified for 2 inch minimum caliper. (These two trees are listed in the table for Area 1 but are shown in Area 2 on the drawing). Area 2: Parking space #9 should be converted to a landscaped area. This would add approximately 120 square feet of additional landscap- ing. Staff suggests an ornamental tree to offset the two Green Ash. Shrubs and groundcover could be mixed to add seasonal variety to the buffalo junipers and the Sedums. Also, please specify the type of Sedum. What is to become of the newspaper collection box? Who's responsible for repairing or replacing the chainlink fence? Area 3: Please specify in the landscape table that the potentillas will be a minimum of 5 gallon in size. Area 4: Please specify the type of Sedum. Also, being on the corner, area would benefit from some variety.,- Please add some peren- nials to compliment the Sedum. Area 5: This area does not present the traffic visibility problems as with the other areas. As a result, part of parking space #5 should be devoted to landscaping: This area would benefit from deciduous shrubs to compliment the junipers and an orna- mental tree for seasonal variety. Also, please specify that the tami junipers will be a minimum of 5 gallon in size. -40 Be sure to note on the landscape drawing that all landscaped areas will be protected by a raised curb. This concludes staff comments. I suggest we meet to discuss these items at your earliest convenience. As I stated on phone, it is up to the Planning Director to rule on your request for an administrative review without the benefit of the Planning and Zoning Board hearing. This would involve deviating from the procedure outlined in the City Code but I do not wish to discourage you from contacting Mr. Tom Peterson with your request. Assuming the August 22, 1988 Planning and Zoning Board hearing remains valid, please note the following deadlines: Plan revisions are due August 3, 1988. PMT's, colored renderings, and 10 final prints are due August 15, 1988. Final, signed mylar is due on August 18, 1988. As always, please call if there are any questions or concerns.
