Re-development of property to include multifamily residences and preserve
existing historic building on the property.

The site features numerous trees and utilities along the frontage to Howes Street. In essence, there
is effectively no room along the frontage to Howes Street to add another utility service. After
discussions with City Engineering and Forestry, it was determined that adding another service would
be impossible without significantly affecting the root zone(s) of the existing tree(s) along Howes.
Instead of providing a separate irrigation tap for the property, we propose to branch off the main
water service line up-stream of the potable water meter (outside of the Right of Way) and install a
separate irrigation water meter.

The owner agrees to comply with the provisions of the zoning ordinance, building code and all other
applicable sections of the City Code, Land Use Code, City Plan and all other laws and ordinances
affecting the construction and occupancy of the proposed building that are not directly approved by
this variance.

To whom it may concern:
Northern Engineering would like to present this request for a variance for the Howes Six Two Nine project.
General Information
The project site is located on the west side of Howes Street, just north of Laurel Street in north central Fort Collins. The property
is proposed to be developed into a small multi-family development. The project is currently in the FDP review phase, having
completed the first round of FDP review (FDP210025).
Water Supply Requirement Changes
According to first round FDP comments, the Fort Collins City Council adopted Ordinance No. 119, 2021, which included
changes to water supply requirements and plant investment fees for new developments within the City. The changes become
effective on 1 January 2022; since this project is still in the review phase, the changes are applicable to this project.
Irrigation Tap
The major affect that Ordinance No. 119, 2021 has on this project is the requirement of a separate irrigation tap for the
development. This requirement is outlined in Water-Wastewater Engineering Comment No. 1 in the FDP Round 1 comments
for the project (FDP210025).
During the staff review meeting discussing the FDP Round 1 comments, the irrigation tap requirement was discussed without
a final resolution due to the physical constraints present within the project site. The site features numerous trees and other
utilities along the frontage to Howes Street which has caused numerous iterations of the utility layout to be designed. In
essence, there is effectively no room along the frontage to Howes Street to add another utility service. Multiple discussions
took place with the City Forestry and Engineering departments in an effort to find the best possible layout that would minimize
impact to existing trees along the roadway and also allow for the required separation between different utility services. Adding
another service would be impossible without significantly affecting the root zone(s) of the existing tree(s) along Howes.
We would like to request a variance from the requirements of Ordinance No. 119, 2021, and instead of providing a separate
irrigation tap for the property, propose to branch off the main water service line up-stream of the potable water meter (outside
of the Right of Way) and install a separate irrigation water meter. We believe this concept still fulfills the objective of the
Ordinance by allowing for separate metering of the irrigation water usage. Please refer to the attached exhibit for a visual
representation of the concept.
