RE: Bloom Filing One – Delozier Road to International Blvd Connection (Centerline) Variance
Dear Marc Virata,
Galloway, on behalf of Hartford Homes and in support of the Bloom project currently under
review, is providing the following written justification for the intersection/connection of the existing
Delozier Road and the proposed International Boulevard per the request of the City of Fort Collins.
A)Identification of the standard to be waived or varied and why the standard is
unfeasible or is not in the public interest.
A variance is requested for the connection of Delozier Road and International Blvd. The ultimate
condition is to be a tee intersection between Delozier Road and International Blvd. This connection is
on property that is not owned by Hartford Homes and cannot be obtained. This creates a long-term
dead-end road for both Delozier Road and International Blvd. which provides no benefit to the public to
own and maintain. These roads are classified as a collector and an arterial for which the minimum radii
are 600’ and 1075’ respectively.
B) Proposing Alternate Design. Identification of the proposed alternative design
or construction criteria.
The variance requested is to create an interim radius connection which is below the collector and
arterial minimum standard radii allowing the public to use these roads.
C)A thorough description of the variance request including impact on capital
and maintenance requirements, costs, and how the new design compares to
the standard.
With this connection an inside radius of 100’ is provided which relates to a centerline radius of 125
feet. This will allow for the use of the roads while providing the least amount of removal or road, curb,
gutter and sidewalk when the ultimate tee intersection is built.
D) Justification. The Professional Engineer must determine and state that the
variance will not be detrimental to the public health, safety and welfare, will not reduce
design life of the improvement nor cause the Local Entity additional maintenance costs.
The proposed plan (as varied) must advance the public purpose of the standard sought
to be varied equally well or better than would compliance with such standard.
The justification for this variance is to provide connectivity during the interim condition for the
proposed development in addition to the existing Mosaic development. Residential local street sections
are appropriate for ADTS up to 1500. The ADTS for the International Blvd to Delozer Road intersection

would be fewer than 1285. This would warrant a residential-to-residential connection in the interim
condition for which the LCUASS detail 7-24 could be applied. LCUASS detail 7-24 states a minimum
inside radius of 20-36’ is needed. With this connection an inside radius of 100’ is provided. There will
be no additional Right of way requirements from these properties at the time of the ultimate
International Blvd and Delozier Road construction as the Right of Way is being dedicated for the
ultimate condition within the owned properties and the proposed area needed for the radial connection.
The variance will not be detrimental to the public health, safety and welfare, will not reduce design life
of the improvement nor cause the Local Entity additional maintenance costs.
