Thank you for allowing the City of Fort Collins Planning Staff to review the
Westridge Estates P.U.D. #S-31-88 request and the requests for Minor Residcn-
tial Development for the following projects: Barker MRD #S-33-88, Gertrude
Collier MRD #S-35-88, Westridge MRD #S-32-88, and Watts MRD #S-37-88.
Our comments are as follows:
S-31-88 Westridge Estates P.U.D.:
Staff has many concerns with this P.U.D. request. Among them are the follow-
ing:
1. All streets should be dedicated as public right-of-way.
2. All streets should be designed and built to acceptable standards. The
many tight radii curves should be eliminated.
3. Off -site street improvements, such as the connection of this site to County
Road 32, need serious consideration. There are also questions concerning
present and future access to the north and to the east.
4. As designed, this project is single access until development occurs to the
east. This presents a definite concern for emergency vehicle access and
circulation. Length of cul-de-sacs are also a concern.
5. This project borders the realm of the Foothills Agreement. Special consid-
erations should be made concerning design standards, visual impacts, and
possible screening in the south.

#S-33-88 Barker Minor Residential Development:
Staff recommends approval subject to dedications for all additional right-of-
way, if needed. Will lot 4 be responsible for maintenance of the 1600 foot
driveway? A driveway of this length, as sole access to lot 4, could cause
problems with privacy, noise, and dust to lots 3 and 4. Have other lot config-
urations been considered?
#S-35-88 Gertrude Collier Minor Residential Development:
Staff recommends approval subject to dedications on Prospect Street of 50 feet
(one-half road right-of-way) and on Summit View Drive for an additional four
feet to meet collector standards. Utility easements of 15 feet along Prospect
Street and 8 feet along Summit View are also requested. Improvements of the
streets to meet City Standards will be a likely obligation of the property
owners in the future, if they are annexed. This property is located in a very
important location regarding future alignment of Summit View Drive. Please
contact Linda Ripley, City Planner, at 221-6750 for specifics.
#S-37-88 Watts Minor Residential Development:
Staff recommends approval subject to dedication for all additional public right-
of-way, if needed.
#S-32-88 Westridge Minor Residential Development:
Staff recommends approval subject to dedication of the 60 foot Road Access as
public right-of-way and improvement thereof to City's rural street standards.
These comments are offered for Concept Technical Review only. Please con-
tinue to refer these items when they are submitted for preliminary hearing to
the Planning Commission.
