College Fort Collins, CO 80525 Dear Frank: Staff has reviewed the PACE at Fossil Creek West PUD final plan and has the following comments to make: 1. Light and Power requires a 15' utility easement outside of the State Highway r-o-w along College Avenue. 2. Utility easements adjoining Fossil Creek Parkway r-o-w will have to be provided, even though the land on both sides of the parkway is unplatted. Street trees should not be planted a minimum of 6' from any natural gas line. Utility coordination with the various agencies is recommended. 3. All parking areas need to be designated as access easements. 4. The applicant must provide documents showing capability of the water supply system to provide the required fire flows. 5. An additional fire hydrant needs to be provided near the southeast corner of the building. 6. "No parking - fire lane" signs need to be posted along the north and south curb lines, adjacent to the building. 7. When parcel C is platted, r-o-w for the City's Fossil Creek trail needs to be dedicated as part of an access easement. 8. Construction of the mitigation area needs to be done in a manner that does not preclude the future construction of a trail along Fossil Creek. A minimum 20' wide bench should be maintained through the mitigation area for this future trail. 9. Easements should be shown on the site plan matching those shown on the subdivision plat. 10. All signs must comply with the sign code. As one lot, this property is entitled to one free standing sign. The off -premises sign requires a State Highway permit, as well as a City permit. A future connection to the property to the south should be pursued, in lieu of the connection to the north, through the mitigation area. 12. Designs for the interim road alignment, as well as the final alignment for Fossil Creek Parkway need to be submitted. 13. Landscape plans addressing plant material to be installed along the interim alignment of Fossil Creek Parkway need to be provided. 14. Additional landscaping should be provided along the south wall of the building and along the south property line, to soften the building's south elevation. Additional coniferous trees need to be provided along the west side of Fossil Boulevard and along the east side of the creek, in the mitigation area. 15. Note #5 on the landscape plan should be changed to reflect the provision of an automatic irrigation system. 16. An improved transition to grade needs to be provided at the southeast corner of the site. 17. The landscape plan and utility/grading plans need to be coordinated, particularly for the mitigation area south of Fossil Creek Parkway and the existing wetlands area north of Fossil Creek Parkway. This can best be accomplished by showing finish contours on the landscape plan and showing the mitigation and existing wetlands area on the utility plans. 18. Maintenance and irrigation of landscaping in medians and street trees will be the developer's responsibility. 19. The sidewalk along College Avenue should be detached. 20. The site plan needs to show r-o-w lines and property lines, to determine the Fossil Creek Parkway alignment's impact on Fossil Creek and property owned by the Homeowners' Association. if ;'ic=c is ii::pct on property, it will be the developer's responsibility to acquire any necessary easements or r-o-w for road construction and to do any necessary mitigation for impact to Fossil Creek. 21. A sedimentation and erosion control plan, addressing construction and long term impacts of the project, needs to be provided. 22. Additional information to update the preliminary design of erosion control structures referenced in the Fossil Creek Basin Master Drainage Plan needs to be provided. 23. The design and construction of erosion control structures located between the railroad and College Avenue and the design and placement of riprap located east of College Avenue (as per the Fossil Creek Basin Master Drainage Plan) will be the developer's responsibility. E • Page 3 24. Confirmation of the size of the wetland areas is needed and should be done in the field using the three parameter approach. Acreages of wetlands to be created and disturbed should be stated by type. This should include wetianus disturbea by any sicc grading or roadways. 25. Documentation, in the form of a letter, should be provided showing that the Army Corps of Engineers has approved of the proposed wetland modifications. 26. Additional information on the design, expected results, establishment and maintenance of the wetlands/mitigation areas needs to be provided. 27. Information describing how environmentally sensitive areas will be protected during construction needs to be provided. 28. Additional information regarding the proposed energy management system needs to be provided, in order to evaluate the credit given for energy conservation. 29. Additional information detailing the planting and maintenance of the retaining wall needs to be provided. By noon on Wednesday. February 8. 1989, three copies of the revised site plan addressing these comments must be submitted to this office. By Tuesday, February 21, 1989 ten (10) folded sets of the site plan, a colored rendering (unfolded) and an 8-1/2" x 11" PMT reduction must be submitted. The following are Natural Resource's Comments on the Pace Warehouse Final Plan: 11) The grading plan does not match the site plan - properly delineated existing wetland areas should be shown on the grading plan of the utility drawings. 2) Wetland areas should be delineated in the field using the three parameter approach. Acreages of wetlands to be created and disturbed should be stated by type. This should include wetlands disturbed by any site grading or roadways. 13) Documentation (a letter) needs to be recieved showing that the Army Corps of Engineers has approved of the proposed wetland modifications. 14) A plan for irrigation and maintenance of the mitigation area needs to be provided. 5) Some changes in plant material selection and location need to be made. Also, the number of trees and shrubs should be increased.
