NEIGHBORHOOD MEETING

QUESTIONS, CONCERNS COMMENTS:
1. Mike Griffith, attorney representing the Fossil Creek Meadows Homeowner's
Association requested the following background information, as to the
dates of annexation, zoning and master plan approval and a copy of the
staff report.
Staff provided Mr. Griffith with a copy of the PACE staff report and a
copy of the West Fossil Creek Master Plan staff report which contain all
the background information requested.
2. An explanation of the point chart used and how it was interpreted was
requested.
The Auto -Related and Roadside Commercial Point Chart D was used. The
definition of Auto -Related and Roadside Commercial is "Those retail and
wholesale commercial activities which are generally considered and
typically found along highways and arterial streets. Uses include: ......
warehouses, ...etc."
The project scores 52% on the chart, earning credit for not being located
at the corner of two arterials, gaining its primary access from a
non -arterial street, being larger than two acres, providing access between
on -site parking and future off -site parking areas, and for reducing
non-renewable energy usage, through the application of alternative energy
systems.
3. Frank Vaught gave an overview of the project history. He discussed how
the site was selected and the significance of the South College Access
Plan in regard to site access and circulation.
4. The neighborhood had concerns about how the project affected on -site
wetlands and to what extent the Army Corp of Engineers was involved.
They were particularly concerned that wetlands located north and east of
the project site would be impacted by the development and that the
impact on these areas was not being addressed.
The applicant stated that Terry Mckee of the Corp had been contacted.
The Corp was. mostly concerned about the wetland located north of the
development. The applicant was told that if the northern wetland were
preserved, only a nation wide permit would be required for the other
areas that would be disrupted.
Staff is requesting the applicant to show environmentally sensitive areas
on the utility drawings as well as site and landscape plans to determine
if proposed construction operations will affect the sensitive areas. In
addition, staff will require the applicant to protect the sensitive areas
during construction.
5. Residents are concerned about the number of discount warehouses located
along South College Avenue.
This site was selected because it is convenient to shoppers in Fort Collins,
Loveland, Greeley and southern Wyoming. Under the locational criteria
described in the LAND USE POLICIES PLAN, regional/community
shopping centers should locate in areas easily accessible to residential
areas, near transportation facilities that can offer the required access
without exceeding the capacity of the existing transportation network,
where they can be served by public transportation and in areas served by
existing water and sewer facilities. New regional/community shopping
centers locating in the proximity of existing regional/community shopping
centers are encouraged to be designed to function as a single commercial
district. The South College Avenue Corridor functions as a
regional/community shopping district in Fort Collins. The site addresses
these locational policies and the proposed land use is consistent with the
West Fossil Creek Master Plan.
6. The applicant presented color elevations of the PACE building and the
neighborhood had the following comments.
The neighborhood would prefer the color of the building to be an
earthtone rather than grey as proposed. The applicant was also asked to
consider more articulation on the east facade. The neighborhood wanted
assurance that roof top mechanical equipment would be screened
completely by the parapet wall.
7. What kind of site lighting is proposed and what are the store's hours of
operation?
Hours of operation are 9:00 AM - 8:30 PM Monday thru Saturday and
11:00 AM - 5:00 PM on Sunday.
The PACE identification signs located on the east and north facades of
the building are illuminated from dusk to one hour after closing or 9:30
PM.
Parking lot lighting is provided by square cut-off type fixtures mounted
on 24-30 foot poles. Lighting level is 11/2-2 foot candles. These lights also
go off at 9:30. In addition there will be downward directed security
lighting mounted on the building at the loading area and at employee
entrances.
8. The neighborhood would like the City to adopt more stringent energy
conservation requirements.
9. There is a concern that locating a traffic signal at a low point on College
will add significant pollution to the basin in which they live.

Brian Woodruff of the City's Natural Resource Department believes that
air pollution in the Fossil Creek area will be no worse than other sectors
of Fort Collins that have similar traffic volumes. The fact that Fort
Collins is located in a much larger and more significant basin is actually
beneficial because the area gets a valley breeze on clear nights that
actually carries pollution out of the community.
10. The residents of Fossil Creek Meadows represented at the meeting believed
that there were other more appropriate locations for an east west arterial.
Examples sited were Caji and Smokey Streets.
11. What turning movements will be allowed at the College/Fossil Creek
Parkway intersection prior to the signal being warranted?
Full turning movements will be allowed.
12. How will the project prevent trash from getting into the storm drainage
system?
The proposed sedimentation /wetland area will collect trash as well as
sediment and pollutants from the PACE development.
13. The Fossil Creek Meadows Homeowner's Association asked if the applicant
would relocate the existing signage and create a landscaped entry feature
at the new Fossil Creek Parkway location.
14. The neighborhood asked about rare fossils located on the site.
The applicant has submitted a
letter from Neil
Sherrod,
a local geologist
which also sites opinions from
Professor Robert
Johnson,
a retired geology
and paleontology professor from
CSU and Jeff
Hynes,
of the Colorado
State Geological Survey. It is
the opinion of
all three
that the fossils
encountered in the bedrock out
crops on the site
are very
common and of
little value to paleontologists and students and
that development of the
site would not destroy any rare
fossils.
15. The neighborhood had a concern that there were not enough evergreen trees
to adequately buffer the visual impact of the project in the winter time.
