For your information, attached is a copy of the Staff's comments concerning
Fossil Creek Parkway and College Avenue PUD (PACE Warehouse) which was
presented before the Conceptual Review Team on October 31, 1988.
The comments arc offered informally by Staff to assist you in preparing the
detailed components of the project application. Modifications and additions to
these comments may be made at the time of formal review of this project.

COINCEEPTUAL PREVIEW STAFF COMMENTS
NIEETING DATE: October 31, 1988
PROJECT: Fossil Creek Parkway and College Avenue PUD (PACE Warehouse)
APPLICANT: Ric Hattman, Gcfroh-Hattman, Inc., 145 W. Swallow, Fort Collins,
CO 80526
LAND USE DATA: Request for a 98,000 square foot warehouse building at the
west side of College, at the Fossil Creek Parkway re -alignment
CONINIENTS:
1. Power could be extended underground south along College Avenue from the
Mills Brothers Nursery or along the west side of the property. Service
may be temporary in nature.
2. The area is served by the Fort Collins -Loveland Water District and the
South Fort Collins Sanitation District.
3. Poudre Valley Fire Authority is concerned regarding the water flows for
fire protection. May need a fire access lane along the rear of the build-
ing, due to the high rack storage in the warehouse.
4. On -site detention is not required if the 100-year runoff can be conveyed
directly into Fossil Creek.
5. The re -alignment of Fossil Creek Parkway is into the Fossil Creek Flood -
plain. Need to analyze the impact on the floodplain and if this situation
is workable.
6.
Handicapped, bicycle and motorcycle parking
need to be provided.
7.
Staff needs to evaluate the Fossil Creek Road design and the design
of the
proposed local street. May need to re -design
the intersection of the
service
entrance with the local street (should be as
close to a 90 degree intersec-
tion as possible). As shown, access to the
site complies with the
South
College Access Study.
8.
Easement dedications are needed for the new
street alignment.
9.
The intersection of Fossil Creek Road and
College Avenue should
be as
close as possible to a 90 degree intersection.
10. A State Highway Access Permit will be needed.
11. An excavation permit will be needed to tie into the existing water line in
College Avenue.
12. Street oversizing is approximately $15,000 per acre.
13. The developer may be required to construct rip -rap at the east end of the
culvert outfall (lying east of College) with this project. This project would
be reimbursable, when completed.
14. A wetlands exists south of the re -aligned Fossil Creek Road. May need to
check with the Army Corps of Engineers for a permit.
