Staff has reviewed the PACE Membership Warehouse - Preliminary P.U.D. Plan
#76-88C, and has the following comments:
1. Provide names and addresses for the developer, the land owner(s) and all
lien holders. Complete legal names of corporations and/or partnerships,
including type of partnership and name and title of persons authorized to
sign the development documents.
2. The Project Engineer will receive additional comments red lined on the
utility drawings.
3. Please provide a written response to the neighborhood meeting questions
highlighted on the attached summary sheet.
4. A copy of preferred City street names is enclosed for your review.
5. The final submittal must address how the project exceeds the Model Energy
Code, if you take credit for energy conservation on the point chart. Provide
justification as to why this project should receive points for being part of a
planned center.
6. Provide variance requests for any details which do not meet City Engineer-
ing standards. Curb cuts shown off of Fossil Creek Parkway do not meet
minimum distance from intersection standards. See the attached format for
variance requests.
7. What is the development schedule for the project?
8. Verify the location and extent of wetland/wildlife habitat area being
disturbed by the project with Bob Wilkinson in the natural resource depart-
ment. Shade this area on the master plan.

9. Its preferable to leave the sidewalk attached in areas where it can only be
detached for short distances.
10. Curb cuts on Fossil Creek Parkway are not shown on the utility plan.
11. Provide more detail where Fossil Creek Parkway is realigned. Indicate the
existing pavement width, median and landscape that will be removed as a
result of the realignment.
12. Show the design of travel lanes on Fossil Creek Parkway.
13. Provide more landscape along the north and south property boundaries.
Wildlife habitat plantings would be especially appropriate for the northern
area.
14. Staff would like to see a smoother transition to existing grade on the south.
15. Provide shrubbery in all parking lot islands.
16. Provide more information about the mitigation area - definition of bound-
aries, quantity, size and type of plant material, method of establishment
and maintenance. Provide evidence that the soils and hydrology will
support the proposed mitigation.
17. All cut and fill slopes need to be revegetated to prevent erosion and
enhance aesthetics.
18. The wetland area to the north will need to be protected during construction
operations.
19. This site is rated 4A on a scale of 1 to 7 in regard to geologic hazard. It
is described as unstable colluvium or bedrock on moderate slopes. Provide
evidence that the design of the project is appropriate to deal with the
potential geologic hazard.
20. A USGS report indicates that this area is geologically significant because of
fossil mollusks. (See attached report and recommendation from natural
resource department.)
21. Provide more information on project signage.
22. Provide building elevations indicating materials, colors and architectural
detailing.
23. Provide engineering details for the design of the retaining wall.
24. Locating the entrance on the north side creates icing problems in winter.
How will this problem be addressed?
25. Provide an Owner's Certification.
26. Provide a Planning and Zoning Board Certification.
27. Provide a soils report.
28. Provide evidence that the applicant has contacted the Army Corps of
Engineers with regards to the disruption of wetlands on this site. See
attached letter regarding West Fossil Creek master plan.
29. Transfort has indicated a desire to establish a bus pull-out area and shelter
as shown on the attached plan.
30. Water and sewer service will be provided by the Fort Collins/Loveland
Water District and the South Fort Collins Sanitation District respectively.
31. An 8 foot utility easement is required on both sides of public streets.
Location of street trees will need to be coordinated with utility locations.
32. Tim Buchanan's dollar evaluation of the existing trees to be removed is
approximately $11,000.00.
33. Provide a 6 foot easement along the south property line from the railroad
tracks to the circulation road.
34. Provide a 6 foot easement along the west property line.
35. Preliminary comments indicate a 28 foot wide utility easement will be
required along College Avenue. Staff will be setting up a utility coordina-
tion meeting. Results of that meeting will be forwarded as soon as possible.
36. Show a 50 foot minimum width trail easement on the final plat for the
proposed recreation trail.
37. A striping plan will be required at final.
38. Show the stream channel connecting the existing ponds and ultimately going
under College Avenue.
39. Provide sidewalks on both sides of Fossil Creek Parkway.
40. Contact the Fossil Creek Meadows Homeowners' Association to resolve
concerns about the existing landscape in the Fossil Creek Parkway median.
41. Storm drainage comments will be forwarded as soon as they are available.
This concludes Staff comments at this time. Please note the following dates and
let me know if there are any problems in meeting the deadlines:
Plan revisions are due January 4, 1989
PMT's, colored renderings, and 10 prints are due January 17, 1988
