Dear Linda,
Please note that on the enclosed revised Preliminary Site Plans we have made the
following changes, in addition to revisions based on Staff comments:
1. Parking on the North side of Pace has been revised.
2. A second building, Retail B, has been added in the space created by revised
parking layout.
3. Geometrics of streets changed to accord with Bob Leigh's designs.
4. West side of Pace Building revised, and area slightly increased.
5. Pace entry changed to accord with elevations.
6. Land Use Analysis and Planning Objectives modified to reflect changes.

Dear Linda,
Further to Staff Comments of December 21st 1988, here is our response to Comment
#3. "Please provide a written response to the Neighborhood meeting questions
highlighted on the attached summary sheet":
Questions, Concerns, Comments December 8, 1988
2. How tall is the building? What is the elevation at the top of the parapet?
The building is 32 feet high, above the finished floor elevation. (4974)
The elevation at the top of the parapet is 5006. Compare this with BNRR
tracks at between 5000 and 5004. Note that College at the Parkway is 4951.
3. How will the building effect views from Fairway Estates:
We believe that the view of houses on Fairway Estates will not be
significantly impacted by the Pace building. This is because of the
distance of houses on Fairway Estates from Pace (1500 LF - 3500 LF), and
the fact that the parapet of the Pace building at 5006, is approximately
that of the adjoining Railroad Embankment. Also, the houses on Fairway
Estates furthest away from Pace, are set on higher ground, and many will
actually look over and beyond the Pace building.
The skyline views of the Foothills and Long's Peak are in no way effected
by the Pace development. Again it should be said that many of the houses
are over half a mile away from Pace, and that existing and proposed
development on land between Fairway Estates and Pace will have a greater
impact on views. For example the current Carpet Exchange P.U.D. has
buildings apparently in excess of 30 feet high. Also all the undeveloped
land for 1500 feet along the east side of College Avenue, South of Fairway
Lane, is zoned BL and BP, for future commercial development.
The accompanying map shows the relationship of Pace to Fairway Estates,
with relevant distances, and elevations of Pace, Railroad and House Lots.

4. How will the loss of wetlands, trees and wildlife habitat be mitigated?
You are referred to the Mitigation Plan and letter of explanation by
Cityscape.
The dollar loss of existing trees has been evaluated by Tim Buchanan, the
City Arborist, as approximately $11,000. The area loss of existing trees
has been evaluated as 0.9 Acres.
The proposed mitigation measures are to be in an area of 1.25 Acres (1 acre
down by the Creek, and 0.25 Acres on the northern Wetland). The value of
plantings and landscape works will be commensurate with the dollar
valuation by the City Arborist.
In addition to creating wetlands, trees and wildlife habitat, in mitigation
for the losses incurred by this development, the plan incorporates a
sedimentation settling pond to preserve water quality, and rip -rap or
similar to control erosion of the Fossil Creek waterway.
12. What will be building look like? What are the proposed exterior materials?
You are referred to the one sixteenth scale building elevations, which show
the building form, landscaped screening, and building signage.
The materials used are tilt -up concrete panels, grooved, fluted and ribbed,
and spray -painted light grey, like Lee's Cyclery on the 2000 S. College
block. In addition there will be accent horizontal striping in Pace Blue
(a royal blue). Sign lettering is also in blue. We believe this cool,
receding color scheme most appropriate on a building as simple in form,
and as large as this. There is a focal entryway on the North of the
Building, featuring a glass -roofed canopy and painted metal trim and
mullions.
17. Does the Corps of Engineers have jurisdiction over the wetlands on this
site?
Linda, I refer you to the letter from Terry McKee of the Army Corps of
Engineers, to Paul Hefron, 4-12-88. This states that "during his (McKee's)
visit it was determined that the wetlands found at the site, as shown in
part, on the attached map, is under the Corps of Engineer's regulatory
jurisdiction pursuant to Section 404 of the Clean Water Act."
20. How will seepage from the west side of the railroad tracks be handled?
Reference to the preliminary grading and storm drainage plan, by R.B.D.,
shows that there are two existing pipes flowing in from west of the
railroad tracks. The northern one presently discharges along the North

property line, creating a wetland, en route to the drainage way down to
the Pond system and Fossil Creek. This will not be tampered with in this
proposal. The southern one presently discharges over open ground where
the Pace Building is to be located. This will therefore have to be hooked
into the proposed storm drainage system, as shown on R.B.D.'s plan.
The water, if any, seeping through the railroad embankment will be
collected in a sub soil drain, at the base of the N - S retaining wall.
This flows north to discharge into the wetlands swale at the north property
line.
Any other seepage will be picked up in a perimeter foundation drain that
rings the building. This also connects into the stormwater drainage
system, flowing down to Fossil Creek, via the Sedimentation Pond and
Mitigation Area.
23. Has the developer explored alternative sites?
To my knowledge, prior to deciding that this location was the best for
Pace, the developer looked at the McClanaghan site on the west side of
College, opposite Fairway Lane. This was rejected largely because of
restrictive traffic circulation requirements determined by the City
Transportation Director,in accordance with the 1988 South College Traffic
Access Plan, specifically the location of a circulation road cutting
unsympathetically through what was otherwise considered a good site for
Pace. I am not aware of other sites that Pace has looked at in Fort
Collins.

Dear Linda,
Here is our response to Staff Comments of December 21st 1988:
1. I have requested the names, addresses, and titles requested for final
document signatures, and will let you have them as soon as they are
available.
2. Comment referred to R.B.D.
3. Neighborhood Meeting questions are answered in the attached letter.
4. Name of local street is to be Fossil Boulevard.
5. Details of Pace Energy Management Program will be submitted in the near
future.
A revised Points Chart D is submitted. On your advice we have claimed
points on Criterion F - Joint parking. Site plan is annotated for a
future link to off -site parking areas containing more than 10 spaces.
6. R.B.D. is providing variance requests to the City Street Design Criteria.
7. Pace hopes to start construction early Spring, for a late summer
completion. The smaller retail building will not be built until after
one year of the Pace Warehouse opening, say late 1990.
8. Ed Hyatt, CityScape, is working with Bob Wilkinson, of the City Natural
Resources Department. You are referred to Ed's revised landscape plan,
and cover letter describing Mitigation measures and concept. The
disturbed area of wetland/wildlife habitat is shaded on the Site plan by
Vaught -Frye.
9. Attached sidewalks shown along streets, as recommended.
10. R.B.D. to show curb -cuts on Fossil Creek Parkway.
11. More details of re -aligned East Fossil Creek Parkway, and junction with
existing pavement and median indicated on revised site plan.

12. Travel lanes on Fossil Creek Parkway now indicated on Site Plan.
13. More and appropriate landscaping provided along north and south property
lines, as requested. See revised Preliminary landscape plan by CityScape.
14. R.B.D. handling grade transition on the south.
15. Shrubs now indicated in parking lot islands - see revised landscape.
16. Mitigation Area. Please refer to revised landscape Plan and letter
addressing concepts, and methods of establishment and maintenance of plant
species. Bob Wilkinson and Ed Hyatt met December 29, 1988 to discuss
and review the Mitigation proposals, and are in consonance on the concept,
method and intent of the plan. We understand City's concern for suitable
soil/plant matching, hydrology and planting procedures, and these will
be addressed in detail on the final landscape plans.
17. Comment regarding cut and fill slopes noted. Final plant species to be
called out on final landscape plan.
18. Protection for wetland area to the north during the Construction period,
will be called out on Final Engineering plans.
19. See attached letter from Neil Sherrod, Consulting Professional Geologist,
referring to "potential geologic hazard."

21. Please refer to building elevations, for details of signage on Building.
An off -premise ground sign, in accordance with the State of Colorado
Division of Highways, Rules and Regulations pertaining to outdoor
advertising, and the City of Fort Collins sign code, Section 29-561,
Section 29-604, is proposed at the intersection of College and Fossil
Creek Parkway.
22. Building Elevations now submitted, with materials, colors, sign, and
architectural detailing.
23. Design of retaining wall to be submitted by R.B.D. This will be
constructed of Precast Concrete Crib -Wall units, in a stepped design along
the northern half of the walk which is more visible from College. Details
at Final P.U.D. stage. A cut -sheet is enclosed for your information.
The wall varies in height, from a maximum of 16 feet, at the loading area,
to an average of 8 feet north of the building, and tapering to near zero
at three points.
24. The north entrance for Pace is the same as in Target, Walmart, Foothills
Fashion Mall etc. Efficient snow and ice clearing and maintenance
program, instituted at all Pace Warehouses.

2. Comment on Erosion control and Rip Rap on Fossil Creek noted, and referred
to R.B.D. and CityScape. The latter's mitigation plan includes a catch
basin for sedimentation prior to release into the Creek proper. You are
referred to CityScape's landscape plans, and final engineering design by
R.B.D.
3. We agree that the final design of the re -aligned Fossil Creek Parkway
will effect the existing landscape and irrigation system along the
Parkway. It will be necessary to modify this system, so that the existing
undisturbed vegetation is still sprinklered. The new median will be
planted and sprinklered, details shown on the Final Landscape plans. At
the same time the question of maintenance will be resolved and agreements
mutually entered into by the relevant parties.
4. R.B.D. is handling all Section 404 permits generated by this proposal.
5. Comments on Home Owner's pedestrian crossing is presently being
considered. We hope to address it as soon as we can.
6. Building materials and colors indicated on the revised elevation.
Mechanical equipment located on the roof is shielded from views by the
building parapet.
7. Water lines sizes and fire hydrants to be shown on R.B.D. Engineering
plans.
