Ms Laurie O'Dell, Chairperson
City of Fort Collins Planning and Zoning Board
Planning Department
P.O. Box 580
Fort Collins, Colorado 80522-0580
Dear Ms O'Dell:
The decision to deny the Pace Warehouse request to build on the Fossil
Creek site was gratefully acclaimed by nearly all residents of Fairway
Estates, and our Fossil Creek neighbors. We felt the Planning & Zoning
Board was extremely perceptive with the questions asked and. statements
made prior to their vote on this issue.
Quite .frankly I had become quite cynical about the Ci.ty's "award winning
planning process". The system appears to place City staff members and
developers in a close symbiotic relationship, and then places the public
in an adversary position. I have been to many of the neighborhood plan-
ning meetings where the first citizen input opportunity occurs. The tone
of these meetings is for the developer and residents to work together to
make the proposed development as acceptable as possible. Before this
situation occurs there should be a public hearing to help ascertain whe-
ther the development is even suitable and compatible with the site and
the neighborhood to be impacted. The question of site suitability should.
be made (with public input) before the developer proceeds with elaborate
architectural plans for the project.
It was like a breath of fresh air to observe the Planning and Zoning
Board in action on the Pace Warehouse site issue. For the first time I
saw a glimmer of hope that there are people involved in the planning pro-
cess who have open minds and public interests at heart. Thank you for
this refreshing view of democracy at work.
Most sincerely,
Harold M. Swope, President
Fairway Estates Property Owners Association
