All plans should be saved as optimized/flattened PDFs to reduce file size and
remove layers. Per the Electronic Submittal Requirements AutoCAD SHX
attributes need to be removed from the PDF’s. AutoCAD turns drawing text into
comments that appear in the PDF plan set, and these must be removed prior to
submittal as they can cause issues with the PDF file. The default setting is "1"
("on") in AutoCAD. To change the setting and remove this feature, type
"EPDFSHX" in the command line and enter "0".

Temporary Service Changes - City of Fort Collins Development Review
In order to continue providing thorough reviews and giving every project the
attention it deserves, the City of Fort Collins is implementing temporary changes
in how we serve our development customers. As you may be aware, we are
experiencing staff shortages in a number of key departments, which has begun
to impact the timeliness of our reviews. We recognize that development and
construction play a critical role in our community’s vibrancy and economic
recovery, and we have been exploring options for mitigating impacts to our
customers. As a result, we will be making some temporary service changes.
Beginning Monday May 10, 2021, one additional week of review time will be
added to all 1st and 2nd round submittals (increase from 3 weeks to 4 weeks).

The Rain Garden planting detail suggests a detailed seeding of "Terrace Grass"
and Bottom Grass". Those grasses should be added to the plant list(s). Staff is
very interested in the concept and whether there's proven experience with it.

garden planting plan (L.3). The seed mixes have been designed by a very
experienced landscape architect.

It appears the cost of four deeds of dedication were provided. I believe only
three is needed as the emergency access easement dedication can be done on
one document with two legal descriptions. We'll want to confirm the acceptability
of the legal descriptions for PFA, Stormwater, and Light & Power respectively. I
believe the storm drainage easement should just be considered a drainage
easement, and the electric easement should be considered a utility easement.

The Streets Department (Tom Knostman) has confirmed that they are intending
to rehab the pavement to Yorktown this year. They will want to coordinate with
the development on the timing of the construction of the respective projects. It
could be that the sealant application can just be skipped if Streets' work happens
soon after.

Area of Disturbance: Total area at the site where any Construction Activity is
expected to result in disturbance of the ground surface. This includes any activity
that could increase the rate of erosion, including but not limited to, clearing,
grading, excavation, and demolition activities, installation of new or improved
haul roads and access roads, staging areas, heavy vehicle traffic areas,
stockpiling of fill materials, and borrow areas. That will help us better estimate
the Inspection fees.
Please add a note to the plans indicating the area of disturbance.
Note: if the disturbed area is less than an acre but over 10,000 square feet no
Erosion Control report would be required and only erosion and Sediment Control
Plans would be needed. If the disturbed area exceeds one acre an erosion and
Sediment Control report would also be required.
Response: Total area disturbed included on sheet C6. The ero sion control
report is a part of the Drainage Report, see resubmitted Drainage and
Erosion Control Report.
2 12/09/2021: INFORMATION:
The City Manager’s development review fee schedule under City Code 7.5-2 was
updated to include fees for Erosion Control and Stormwater Inspections. As of
January 1st, 2021, these fees will be collected on all projects for such inspections.
The Erosion Control fees are based on; the number of lots, the total site
disturbance, the estimated number of years the project will be active and the
Stormwater Inspection Fees are based on the number of LID/WQ Features that
are designed for on this project.
Based on the proposed site construction associated with this project we are
assuming 1 lots, 0 acres of disturbance, 1 years from demo through build out of
construction and an additional 3 years till full vegetative stabilization due to
seeding. Which results in an Erosion Control Fee estimate of $1116.04.
Based on 1 bioretention/level spreaders, the estimate of the Stormwater
LID/WQ Inspection fee is $315.
Please note that as the plans and any subsequent review modifications of the
above-mentioned values change the fees may need to be modified. I have
provided a copy of the spreadsheet used to arrive at these estimates for you to
review.

For scour protection please use a permanent turf reinforcement mat (TRM) or
scour stop instead of rip-rap. Type VL is small, and the shear stresses could be
mitigated by other methods. The FCSCM discourages use of rip-rap unless
necessary and recommends other methods of scour protection.
Response: Turf reinforcement mats will replace previously designed rip rap
pads.

For the rain garden underdrain, please see if you can connect the underdrain to
the outlet by gravity. Only use the upturned elbow if a gravity outlet for
underdrain is not achievable.

Irrigation Water Service and Irrigation Plan Requirements -
The next FDP submittal will need to include:
- Preliminary Irrigation Plan (PIP) – plan requirements can be found at:
www.fcgov.com/WCS. Please contact Eric Olson (eolson@fcgov.com or
970-221-6704) with questions regarding the required PIP.
*The PIP only needs to be prepared for the areas that are being revised.
- Water budget (annual usage) and irrigation peak flow (gallons per
minute). This information should be included on the PIP and Landscape Plans.
*The water budget and irrigation peak flow need to be updated for the entire
site.
- Landscape Plan including hydrozone table updated with 2022 values – 3,
8, 14, and 18 gallons/square foot/year for very low, low, medium, and high zones,
respectively. These requirements were mentioned during the Major Amendment
Review with more clarification to come at FDP review. These are the result of
recent changes to Fort Collins Utilities Water Supply Requirements (WSR) and
Plant Investment Fees (PIF) codes which were adopted on Oct. 5, 2021 by City
Council. These changes are to be implemented 1/1/2022; more information can

Thank you for the effort on providing a songbird nesting survey. Unfortunately,
the requirement is for a survey to be conducted if trees are removed during the
nesting season (Feb 1 - July 31), as per Tree Protection Note #9. As Dr. George
mentioned, October is outside of the nesting season, but his reconnaissance
would be helpful if a survey is needed during the nesting season.
For extra clarification, a nesting survey is only needed if tree removal occurs
from Feb 1 through July 31.
Response: Attempts will be made to remove trees outside of the nesting
season. If trees will be removed during the nesting season an updated survey

Thank you for including the tree species and locations for the trees to be planted
offsite. In the proposed Mitigation Tree Count table, it says replacement off-site
3, but in your Tree Removal Feasibility Letter you state that there will be
payment in lieu for one tree. Please adjust the number on the landscape plans
for replacement off-site to 2, and then state on the plan that there will be
payment in lieu for one tree.

2 12/17/2021: FOR FINAL APPROVAL
There are three cockspur hawthorns proposed between the education building
and the new sanctuary. Trees need to be at least 6 ft from water lines, and all
three of these trees are proposed closer than that. Additionally, trees need to be
at least 4 ft from gas lines. I do believe there is just enough room to shift the
trees southeast and maintain these separation requirements. If there is not
