Response: Understood 3 12/14/2021: INFORMATION: Please follow the Electronic Submittal Requirements and File Naming Standards found at https://www.fcgov.com/developmentreview/files/electronic submittal requirements and file naming standards_v1_8 1 19.pdf?1566857888. File Foothills Unitarian Church Fort Collins Development Review names should begin with the file type, followed by the project information, and round number. Example: UTILITY PLANS_PROJECT NAME_PDP_Rd2.pdf File type acronyms maybe appropriate to avoid extremely long file names. Example: TIS for Traffic Impact Study, ECS for Ecological Characterization Study. *Please disregard any references to paper copies, flash drives, or CDs. Response: Understood 4 12/14/2021: INFORMATION: All plans should be saved as optimized/flattened PDFs to reduce file size and remove layers. Per the Electronic Submittal Requirements AutoCAD SHX attributes need to be removed from the PDF’s. AutoCAD turns drawing text into comments that appear in the PDF plan set, and these must be removed prior to submittal as they can cause issues with the PDF file. The default setting is "1" ("on") in AutoCAD. To change the setting and remove this feature, type "EPDFSHX" in the command line and enter "0". Read this article at Autodesk.com for more tips on this topic: https://knowledge.autodesk.com/support/autocad/troubleshooting/caas/sfdca rticles/sfdcarticles/Drawing-text-appears-as-Comments-in-a-PDF-created-by -AutoCAD.html Response: Understood 5 12/14/2021: INFORMATION: Temporary Service Changes - City of Fort Collins Development Review In order to continue providing thorough reviews and giving every project the attention it deserves, the City of Fort Collins is implementing temporary changes in how we serve our development customers. As you may be aware, we are experiencing staff shortages in a number of key departments, which has begun to impact the timeliness of our reviews. We recognize that development and construction play a critical role in our community’s vibrancy and economic recovery, and we have been exploring options for mitigating impacts to our customers. As a result, we will be making some temporary service changes. Beginning Monday May 10, 2021, one additional week of review time will be added to all 1st and 2nd round submittals (increase from 3 weeks to 4 weeks). Response: Understood 6 12/14/2021: INFORMATION: Please resubmit within 180 days, approximately 6 months, to avoid the expiration of your project. (LUC 2.211 Lapse, Rounds of Review). Foothills Unitarian Church Fort Collins Development Review Response: Understood 7 12/14/2021: FOR FINAL APPROVAL: All "For Final Approval / For Approval" comments need to be addressed and resolved prior to moving forward with the final documents and recording of this project. I will provide a recording checklist and process information when we are closer to this step. Response: Understood 8 12/14/2021: INFORMATION: Resubmittals are accepted any day of the week, with Wednesday at noon being the cut-off for routing the same week. When you are ready to resubmit your plans, please notify me with as much advanced notice as possible. Response: Understood Department: Planning Services Contact: Clark Mapes, 970-221-6225, cmapes@fcgov.com 1 12/14/2021: FOR FINAL APPROVAL: The Rain Garden planting detail suggests a detailed seeding of "Terrace Grass" and Bottom Grass". Those grasses should be added to the plant list(s). Staff is very interested in the concept and whether there's proven experience with it. Response: Seed mixes for the rain garden have been added to the rain garden planting plan (L.3). The seed mixes have been designed by a very experienced landscape architect. Department: Engineering Development Review Contact: Marc Virata, 970-221-6567, mvirata@fcgov.com 1 12/14/2021: FOR FINAL APPROVAL: Please provide confirmation that the retaining wall along the south side of the building does not directly abut the sidewalk. There appears to be a discrepancy on the depiction of the wall between the landscape plan (which has the separation) and the civil plan (which is less apparent). Foothills Unitarian Church Fort Collins Development Review Response: Retaining wall revised to be 2 feet behind the s/w as noted on the grading detail on sheet C6. 2 12/14/2021: INFORMATION: It appears the cost of four deeds of dedication were provided. I believe only three is needed as the emergency access easement dedication can be done on one document with two legal descriptions. We'll want to confirm the acceptability of the legal descriptions for PFA, Stormwater, and Light & Power respectively. I believe the storm drainage easement should just be considered a drainage easement, and the electric easement should be considered a utility easement. Response: Understood 3 12/14/2021: INFORMATION: The Streets Department (Tom Knostman) has confirmed that they are intending to rehab the pavement to Yorktown this year. They will want to coordinate with the development on the timing of the construction of the respective projects. It could be that the sealant application can just be skipped if Streets' work happens soon after. Response: We have passed this information along to the contractor. Department: Traffic Operation Contact: Spencer Smith 970-221-6820, smsmith@fcgov.com 1 12/14/2021: INFORMATION: Traffic memo was previously reviewed and accepted. No further comments at this time. Response: Understood Department: Erosion Control Contact: Basil Hamdan, 970-222-1801, bhamdan@fcgov.com 1 12/09/2021: FOR FINAL APPROVAL: How much area is going to be disturbed with your project? Foothills Unitarian Church Fort Collins Development Review Area of Disturbance: Total area at the site where any Construction Activity is expected to result in disturbance of the ground surface. This includes any activity that could increase the rate of erosion, including but not limited to, clearing, grading, excavation, and demolition activities, installation of new or improved haul roads and access roads, staging areas, heavy vehicle traffic areas, stockpiling of fill materials, and borrow areas. That will help us better estimate the Inspection fees. Please add a note to the plans indicating the area of disturbance. Note: if the disturbed area is less than an acre but over 10,000 square feet no Erosion Control report would be required and only erosion and Sediment Control Plans would be needed. If the disturbed area exceeds one acre an erosion and Sediment Control report would also be required. Response: Total area disturbed included on sheet C6. The ero sion control report is a part of the Drainage Report, see resubmitted Drainage and Erosion Control Report. 2 12/09/2021: INFORMATION: The City Manager’s development review fee schedule under City Code 7.5-2 was updated to include fees for Erosion Control and Stormwater Inspections. As of January 1st, 2021, these fees will be collected on all projects for such inspections. The Erosion Control fees are based on; the number of lots, the total site disturbance, the estimated number of years the project will be active and the Stormwater Inspection Fees are based on the number of LID/WQ Features that are designed for on this project. Based on the proposed site construction associated with this project we are assuming 1 lots, 0 acres of disturbance, 1 years from demo through build out of construction and an additional 3 years till full vegetative stabilization due to seeding. Which results in an Erosion Control Fee estimate of $1116.04. Based on 1 bioretention/level spreaders, the estimate of the Stormwater LID/WQ Inspection fee is $315. Please note that as the plans and any subsequent review modifications of the above-mentioned values change the fees may need to be modified. I have provided a copy of the spreadsheet used to arrive at these estimates for you to review. Response: Understood Department: Stormwater Engineering Contact: Matt Simpson, (970)416-2754, masimpson@fcgov.com Foothills Unitarian Church Fort Collins Development Review 3 12/14/2021: FOR FINAL APPROVAL: The rain garden forebay should be made of concrete to provide for easy maintenance and sediment removal. Feel free to contact me for examples from other projects. Response: A concrete forebay is now included at the inlet of the raingarden see sheet C17 for details 4 12/14/2021: FOR FINAL APPROVAL: For scour protection please use a permanent turf reinforcement mat (TRM) or scour stop instead of rip-rap. Type VL is small, and the shear stresses could be mitigated by other methods. The FCSCM discourages use of rip-rap unless necessary and recommends other methods of scour protection. Response: Turf reinforcement mats will replace previously designed rip rap pads. 5 12/14/2021: FOR FINAL APPROVAL: For the rain garden underdrain, please see if you can connect the underdrain to the outlet by gravity. Only use the upturned elbow if a gravity outlet for underdrain is not achievable. Response: Upturned elbow needs to be used based on existing storm elevations. 6 12/14/2021: FOR FINAL APPROVAL: Please review all standard notes on the plans and update to the 2021 Larimer County Urban Area Street Standards (LCUASS) general notes found in Appendix E: https://www.larimer.org/urban-area-street-standards-2021 Response: Notes updated to be per the latest as noted. 7 12/14/2021: FOR FINAL APPROVAL: On the Landscape Plan, please provide clarification of the seed mixes for the detention pond and rain garden areas.
