For your information, attached is a copy of the Staff's comments concern-
ing West Fossil Creek Annexation and Master Plan, which was presented
before the Conceptual Review Team on April 2r5, 1988.
The comments are offered informally by Staff to assist you in preparing the
detailed components of the project application. Modifications and additions to
these comments may be made at the time of formal review of this project.

acres located on the east and west sides of College Avenue in the vicinity of
Fossil Creek Parkway.

COMMENTS;
1. Although City
y power does not presently extend this far south, we do not
anticipate any problems providing power to this development. The City will
front the cost for extending the required service to the property. (Light and
Power)
2. Fort Collins -Loveland Water District and South Fort Collins Wastewater
District will serve this site. (Water and Sewer)
3. As you are aware, there is an area along Fossil Creek on the west side of
College Avenue that is lower in elevation and is impacted by Fossil Creek
flows. It is likely that this area can be filled to allow development in this
area, however we encourage the developer to do some storm drainage analy-
sis of the area to bring to light all the factors that will affect decision
making in the future. (Storm Drainage)
4. The City will complete an Access Control Plan for South College Avenue
within the next„ four months.. The Plan focuses on the area between Horse -
tooth Road and Trilby Road. A copy of your conceptual plan for access
would be appreciated. (Traffic)
5. The State Highway Department requires 140 feet of right of way along
College Avenue at this location. (Engineering)
6. The recently completed Parks and Recreation Master Plan indicates a pedes-
trian/bike trail along Fossil Creek. Please indicate the trail on your Master
Plan. The City will require dedication of a trail easement at preliminary.
