Dear Mr. Gefroh:
Staff has reviewed the West Fossil Creek Master Plan #61-8813, and has the
following comments:
1. The State Highway Department requires a 70 foot half right of way along
College Avenue in this area. The developer will be required to dedicate the
additional right of way as individual properties are platted.
,/2. A connection from Fossil Creek Parkway north thru Tract A along Snead
Drive should be indicated on the master plan.
j3. The neighborhood has voiced concerns about the land uses proposed on Tract
A. Provide a more specific listing of land uses proposed for this area, being
sensitive to neighborhood issues such as lighting, noise, traffic. views and
landscape buffering.
4. The existing frontage road cast of Parcel E could be vacated.
✓5. Indicate the proposed zoning on the master plan.
6. The land use notes need to be keyed to specific parcels. They are confusing
as written.
7. Please show surrounding land uses within 150 feet of the master plan
exclusive of public right of way including landscape features, topography,
residential densities and principal structures.
8. The relocated Fossil Creek Parkway alignment may be located in the Fossil
Creek floodplain. An analysis will be required to show that there is no rise
in the 100 year developed water surface and/or no impact on the land
adjacent to the opposite side of Fossil Creek.
9. As you are aware, the Army Corps of Engineers must be contacted and a
permit obtained for any fill operations within the floodplain or if any
identified wetlands are disturbed.
10. Development sites immediately adjacent to Fossil Creek may discharge
developed flows into the creek without on -site detention.
11. Submit a master drainage report to identify proposed drainage patterns.

12. Two erosion control check structures are master planned between the
railroad and College Avenue. The cost of these structures will be reimburs-
able.
13. Phasing may create dead-end access problems. This is a concern of the
Poudre Fire Authority. Please keep this in mind when planning individual
phases.
14. Extensive water line extensions into the area will be required to serve
projected commercial uses, from a fire fighting perspective.
15. Please show the conceptual location and label the Fossil Creek Trail on the
master plan. It is unlikely that there will be adequate space for the trail
to cross under College at Fossil Creek, therefore it should be shown to
extend along the front of Parcel C, possibly along the city sidewalk, and
cross College at grade at the Fossil Creek Parkway intersection.
16. Water and sewer service will be by the Fort Collins/Loveland Water District
and the South Fort Collins Sanitation District respectively.
17. Staff is concerned about the architectural and landscape architectural
compatibility of the master planned area given the variety of specific land
uses proposed. Keep in mind that when the first phase is proposed, staff
will be expecting it to establish the character for the remainder of the
master planned area and may ask for additional master plan commitments
at that time.
This concludes Staff comments at this time. Please note the following dates and
let me know if there are any problems in meeting the deadlines:
Plan revisions are due November 2, 1988
PhIT's, color renderings and 10 prints are due November 14, 1988
