Minimum Standards Variance Request – Intersection

Dear Spencer:
This letter serves as a formal request for a variance to the Larimer County Urban Area
Street Standards, specifically, Chapter 8, Section 8.2.3 relating to Angle of Intersection
requirements. The referenced section is shown below:
- New crossing roadways should intersect at 90 degrees whenever possible. In no
case shall they intersect at less than 80 degrees or more than 100 degrees.
The request is specific for the Enclave at Redwood development; a 242-unit, 41 multi-
family building development located to the northeast of Redwood Street and Suniga
Drive.
The Applicant is respectfully requesting the following variance for the intersection of
Lupine Drive and Steeley Drive (Public Street A and Public Street B as shown on the
Preliminary Development Plans) to allow for the intersection of the two streets to be at
66.4 degrees.
The City of Fort Collins has requested that Public Street A links Lupine Drive of the
Redwood Meadows neighborhood west of the development to Collamer Drive of the
Northfield development to the southeast. Lupine Drive curves to the northeast at its
terminus at the shared property line. Per County standards, Public Street A continues
Lupine Drive’s existing centerline tangent before curving to the southeast to connect to
Collamer Drive. Following county standards for tangent length and curve radius.
Additionally, Fort Collins has requested that Steeley Drive of the Northfield development
is extended north to Lupine. The existing Steeley Drive at its terminus is 10 degrees
from perpendicular rotated to the northwest at the shared property line.
With the existing street alignments and in order to meet County standards for tangency
lengths and curve radii’s for Public Street A and Public Street B, the resultant angle of
intersection is 66.4 degrees.
As discussed with the City of Fort Collins engineering department, the reduced
intersection angle provides traffic calming for motorists through the development. At a
minimum, the intersection will be stop controlled in two directions providing ample
reaction time for drivers.
Additional possible intersection improvements could include enhanced or elevated
crosswalk elements to increase pedestrian safety and provide additional traffic calming
for vehicles and pedestrians traveling through the development.
