The following comments are items which must be resolved prior to the Planning and Zoning Board hearing on September 26, 1988: 1. As we have discussed, the property is zoned R-L-P which allows only three clients on a lot of your size (6,487 square feet) as a use by right subject to a Group Home Review. Your request, however, is for 4 or 5 clients. Four clients would require 7,500 square feet and 5 clients would require 9,000 square feet. To reconcile your request with the City Code, you have two options. First, you may apply to the Zoning Board of Appcals for a variance in the lot size. Second, you may apply to the Planning and Zoning Board for a Planned Unit Development. Staff recommends a P.U.D. from the Planning and Zoning Board. In either case, you must present strong reasons as to why the Code cannot be met in your particular case. 2. Since your mother would be one of the clients, it is conceivable that she could be counted as an owner rather than a client so you could have three clients, plus your mother, for a total of 4 as a use by right under the zoning code . The problem with this is that should your mother decide to move or no longer live on the premises, she could not be replaced and you would be restricted to a total of 3 clients. 3. If you decide to apply for 4 or 5 clients under the P.U.D., then the City would need an additional $85 to cover the application fee for review of a P.U.D. (total cost $170). 4. At this time, we must know exactly how many clients you wish to apply for. Will it be 3 as a use by right under the Group Home Review or 4 or 5 under a P.U.D.? The City Stormwater Utility has decided that a storm drainage report would not be required as a result of the proposed porch and bedroom or patio. However, a plan should be submitted showing the present and proposed loca- tions of roof drains. The intent is to maintain present drainage patterns and therefore not affect the adjacent properties. 6. There are some items that need to be added to the drawing to bring it up to specifications for the Planning and Zoning Board. I will be glad to go over these items in detail at your convenience. I suggest we meet to discuss all the comments either late next week or early during the week of August 29th. In order to stay on schedule for the September 26, 1988 Planning and Zoning Board hearing, there are three deadlines that should be observed. Revised plans are due September 7, 1988. PA'IT reduction, 10 prints, and one colored rendering are due Sept. 19th. Signed mylar of the site plan is due on September 22, 1988.
