Items Relating to the Pine Ridge Second Annexation.
RECOMMENDATION:
Staff recommends adoption of the Resolution and the Annexation and Zoning
Ordinances on First Reading.
EXECUTIVE SUMMARY:
A. Resolution 88-135 Initiating Annexation Proceedings for the Pine Ridge
Second Annexation.
B. First Reading of Ordinance No. 118_, 1988, Annexing Approximately
333.4387 Acres Known as the Pine Ridge Second Annexation.
C. First Reading of Ordinance No. 119, 1988, Zoning Approximately 333.4387
Acres Known as the Pine Ridge Second Annexation, into the R-F Foothills
Residential District.
APPLICANT: City of Fort Collins OWNER: City of Fort Collins
This is a request to annex and zone approximately 333.4387 acres located
east of Centennial Drive and south of Dixon Reservoir. The requested zoning
is the R-F Foothills Residential District. The property is presently
undeveloped. This is a voluntary annexation.
BACKGROUND:
The City of Fort Collins acquired the Pine Ridge open space incrementally
between 1976 and 1979, as part of its open -space land acquisition program.
The purpose of the open space is to provide a scenic backdrop for the City
and preserve native landscape and wildlife habitat close to the urban core.
A gravel parking lot has been established at the north end of the property.
When the Spring Creek trail is extended west, it will meet the Foothills
trail at the Pine Ridge trail head. The Parks and Recreation Department
does not anticipate further development of the open space.
The property is located outside the Fort Collins Urban Growth Area.
According to policies and agreements between the City of Fort Collins and
Larimer County contained in the INTERGOVERNMENTAL AGREEMENT FOR THE FORT
COLLINS URBAN GROWTH AREA, the City may annex property outside the UGA

provided that notification, along with an annexation impact report, is sent
to the Board of County Commissioners by certified mail 35 days prior to the
public hearing. The property is eligible for annexation according to State
law, gaining the required 1/6 contiguity to existing city limits from a
common boundary with the Pine Ridge First Annexation to the east.
The requested zoning for this annexation is the R-F Foothills Residential
District. The R-F District allows public recreational uses as a principal
use.
Findings:
1. The annexation of this area is consistent with the policies and
agreements between Larimer County and the City of Fort Collins
contained in the INTERGOVERNMENTAL AGREEMENT FOR THE FORT COLLINS
URBAN GROWTH AREA.
2. The area meets all criteria included in State law to qualify for a
voluntary annexation to the City of Fort Collins.
3. The attached Resolution initiates the annexation process for this
property by establishing the date, time and place when a public
hearing will be held regarding the reading of Ordinances annexing
and zoning the area. A public hearing and second reading of the
Ordinances annexing and zoning the property will be considered by
the City Council on October 18, 1988.
4. The requested R-F Foothills Residential District is in conformance
with the policies of the City's Comprehensive Plan.
Planning and Zoning Board Recommendation:
The Planning and Zoning Board will hear the annexation request at its
regular monthly meeting on September 26, 1988. The Board will forward a
recommendation and any comments to the City Council prior to the public
hearing and second reading of the Annexation Ordinance on October 18, 1988.

OF THE COUNCIL OF THE CITY OF FORT COLLINS
INITIATING ANNEXATION PROCEEDINGS FOR THE
PINE RIDGE SECOND ANNEXATION
WHLREAS, the City of Fort Collins is the sole owner of certain real
property to be known as the Pine Ridge Second Annexation; and
WHEREAS, the City Council desires to initiate annexation proceedings
in accordance with law.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT
COLLINS as follows:
Section 1. That the City Council hereby desires to initiate
annexation proceedings in accordance with law for that certain property to
be known as the Pine Ridge Second Annexation, more particularly described
as situate in the County of Larimer, State of Colorado, to wit:

in the Municipal Annexation Act.

TO ALL PERSONS INTERESTED:
PLEASE TAKE NOTICE that the City Council of the City of Fort Collins
has adopted a Resolution initiating annexation proceedings for the Pine
Ridge Second Annexation, said Annexation being more particularly described
in said Resolution, a copy of which precedes this Notice.
That, on October 18, 1988, at the hour of 6:30 p.m., or as soon
thereafter as the matter may come on for hearing in the Council Chambers in
the City Hall, 300 Laporte Avenue, Fort Collins, Colorado, the Fort Collins
City Council will hold a public hearing upon the annexation for the purpose
of finding and determining whether the property proposed to be annexed
meets the applicable requirements of Colorado law and is considered
eligible for annexation. At such hearing, any persons may appear and
present such evidence as they may desire.

Collins and is not solely a public street or right-of-way; and
WHEREAS, the Council of the City of Fort Collins has found and
determined and does hereby find and determine that it is in the best
interests of the City of Fort Collins to annex said area to the city.

lines, streets or any other services or utilities in connection with the
property hereby annexed except as may be provided by the ordinances of the
City of Fort Collins.
Section 3. That the City of Fort Collins hereby consents, pursuant to
Section 37-45-136(3.6), C.R.S., to the inclusion of said property into the
Municipal Subdistrict, Northern Colorado Water Conservancy District.
