Dear A1:
Vd. .like to summarize what was discussed at the July 7th CTR meeting, and also
provide sjx�cific recommendations on this development proposal.
The current. open space area and portions of Lots 1 and 2 are classified as
wetlands based on guidelines used by the Environmental Protection Agency and
the U.S. Army Corps of Engineers. These areas exhibit soils and vegetation
characteristic of wetlands. The attached map outlines the approximate
boundary of.the wetland. The cross -hatched area near the center contains
soils that are very Taet. The remaining soils are damp. There is little or no
standing water on the surface of this wetland.
As mentioned previously, the City of Fort Collins, Department of Natural
Resources (DNR), has mapped environmentally sensitive areas within the urban
growth area. This mapping delineates areas that are of low, moderate or high
concern for wildlife. These areas are also designated for providing other
important functions such as water quality enhancement, flood water storage,
aquifer recharge/discharge, education and recreation. Based on the DNR
mapping, portions of this wetland fall within the moderate and high categories:.
Retaining the wetland provides these functions:
1. lietland vegetation helps anchor and maintain a stable shoreline.
2. During rains, wetlands retain sediments and excess nutrients
(fertilizers, manure) that might otherwise enter the lake.
3. ldetlarids are used by various species of birds for feeding, resting and
nesting. Small mm-umnals use wetland areas for their life requirements
and 'in turn provide a food source for other wildlife.
The Larimer County Land Use Plan (1988) supports the maintenance and
enhancement of water quality and wildlife resources in the county.
Specifically, the plan provides the following guidelines:
1. Maintain and protect wetlands as natural flood control areas and as
biological filters and water purifiers.
2. Eliminate soil erosion off development sites into surface waters.
3. Maintain and protect wildlife habitat for those species of economic,
recreational and aesthetic value.

4. Mitigate Ixatential damage to habitat from development through
development design.
As the proposal currently stands, Lots 1 and 2 are affected by the wetland
designation. Following are suggestions for avoiding and/or minimizing impacts
1.11 this 'area:
1.. Retain Lots 1.rand 2 east of the wetland boundary, but incorporate the
area designated as wetland into the existing open space. This would
decrea-se the size of each lot.
2. Rc-A-li.n Lots .I 2 fully, but stipulate that no buildings,
improvemw.siit'•s or disturbance may occur .in the wetland area. This would
maintain both the size of the lots and wetland.
3. Combine I..ots .l and 2 east of the wetland boundary. Incorporate the
wetland into the existing open space. This would eliminate one lot,
but the combination would create a new lot more similar in size to the
others.
1. Retain the open space and landscaped burros in native vegetation. The
Division of Wildlife is available to assist in species selection and
placement for wildlife enhancement purposes.
