Horsetooth Road Fort Collins, CO 80525 Dear Mr. Sollenberger: As was mentioned at the July 7, CTR meeting, a portion of your proposed development site is a wetland. The area is also shown on a map of environmentally sensitive areas for the Urban Growth Area of Fort Collins. It is preferable, in order to prevent impacts to wildlife habitat, water quality, and shoreline stability, that the wetland area be retained in it's current state or enhanced for its natural functions. The goal of conserving this area in it's natural state is supported by the Larimer County Land Use Plan implementation guidelines: — Maintain and protect wetlands as natural flood control areas and as biological Enters and water. purifiers. — Maintain and protect wildlife habitat- [or those species of economic, recreational, and aesthetic value. — Eliminate soil erosion off development sites into surface waters. — Mitigate potential damage to habitat from development through development design. In addition, the Intergovernmental Agreement between Fort Collins and Larimer County states the following policies with respect to the environment: — Applications for new development should include provisions for adequately handling drainage entering and leaving the site and for controlling surface erosion or sedimentation problems with the site itself. -- New development should be located and designed to preserve critical components of ecosystems, including significant wildlife habitat. Significant wildlife habitat is a geographical area containing essential elements of food, water, cover, and space in a combination and in quantities sufficient to support a species for at least a portion of the year. It should be noted that less than 1% of the Urban Growth Area is wetland of the type under. review. Emergent aquatic wetlands are not an abundant resource :in our area. Continued incremental losses lead to greater cummul.ative impacts to wetland resources. In discussions with the County Planning Office, it appears there may be an opportunity for trade—offs to allow the wetlands to be preserved with no loss of development density. I would like to meet with you and Al Kadera to explore these options.
