HomeMy WebLinkAboutMONTAVA - PHASE G & IRRIGATION POND - BDR210013 - SUBMITTAL DOCUMENTS - ROUND 1 - PROJECT NARRATIVEMontava – Phase G (Montava Subdivision Filing No. 1) BDR Application Narrative – December 15, 2021 We are pleased to submit the initial application for Phase One of the Montava development. This application is consistent with and begins the next step toward implementation of the approved Montava PUD Master Plan. Since our Preliminary Design Review meeting on August 25, 2021, we have discussed an approach for a staggered submittal and review process for our Phase One areas. This first application includes preliminary plans for Phase G and the non-potable irrigation pond that will serve several phases in Montava. Plans for Phase E and farm are being designed currently. We intend to follow with applications for both the farm area and Phase E after receiving comments from the city staff on our initial Phase G reviews so we can incorporate applicable comments into these plans. Based on the proposed land uses in Phase G, our plans are being submittal as a Basic Development Review application. But due to the complexity and size of this phase we have agreed to have our initial drawing submittal meet the level of a PDP rather than submitting final plans initially. This allows our team to receive comments from the city and before finalizing construction plans. We are also working together with the city to continue outreach to the community about the project. We plan to conduct a neighborhood meeting following receipt of comments on our initial round of review. 1 - Montava Phase One Development Areas Phase G – Southwest neighborhood This neighborhood is located along Mountain Vista Drive between North Timberline Road and the existing Storybook neighborhood. It is planned as a mixed-density neighborhood including approximately 202 units of alley-loaded townhomes, duplexes, and small- and medium-single family homes. The multi-family areas (anticipated at approximately 160 units) will be included in the overall planning for this area and will be platted as parcels for future development so are not included current review. 2 - Phase G Plan Diagram Phase G falls within the T4 and T5 transect districts of the PUD Master Plan. The planned irrigation pond is located in the (P) Community Park special district. The existing Phase G site area is undeveloped and farmed land. A storm drainage pond and conveyance exist along the southwestern portion of the site servicing Storybook and will be reconfigured as part of the Phase G development plan. No trees exist on this property with the exception of a line of junipers planted along the west property boundary. The intent is to protect this evergreen buffer in place with the Phase G development. The No. 8 canal exists along the east edge of the property and will be reconfigured and improved adjacent to Phase G. The No. 8 canal is planned to be piped from Mountain Vista Drive north to the future intersection of Timberline Road to facilitate connectivity between the planned neighborhoods, town center and future community park. A non-potable irrigation delivery system is planned for the Montava development, so one of the planned irrigation ponds would also be designed and constructed concurrent with Phase G. This pond will be located adjacent to the planned City of Fort Collins community park, a future elementary school site, and other planned Montava development areas. It is sized and envisioned to serve all three of these entities with shared non-potable irrigation through a distributed system if the City and PSD choose to do so. If this shared system cannot be achieved, a non-potable irrigation system serving only the Montava development areas is still planned. Plans for this pond are included with our submittal for review. We have also included traffic studies and preliminary infrastructure plans for the roadways, storm drainage facilities and utilities to support Phase G. With comments from the city staff, these plans will be included and updated with each subsequent submittal (Phase E, farm, and future phases). We look forward to continuing our discussions with city and county staff, utility providers and surrounding neighborhoods to implement the Montava PUD Master Plan and support the goals for the future of northeast Fort Collins. 3 - PUD Master Plan Transect Plan 4 - PUD Master Plan Phasing Plan
