Dear Linda,
Staff has reviewed your documents for the George T. Sanders P.U.D., Preliminary, that were
submitted on July 24, 1995, and would like to offer the following comments:
Staff has determined that the proposed Preliminary and Final (combined) submittal will be
downgraded to a Preliminary PUD only. Combined Preliminary and Final PUD's are required
to meet Final PUD submittal standards. The stormdrainage documentation that was
submitted did not meet Final standards. Flows from this site are proposed to be passed onto
the NO Brothers property, but no explanation was given as to how these flows eventually get
to Fossil Creek. No easements or letters of intent to provide easements were submitted. A
revised drainage report which addresses the routing of these flows to Fossil Creek and letters
of intent from downstream property owners to provide easements for these flows must be
provided by the revision deadline to avoid any delays in the Planning and Zoning Board's
consideration of this Preliminary PUD. Attached are comments from the Stormwater Utility.
2. The applicant must either provide a public turn -around at the south end of Fossil Boulevard
or must provide a public access easement through the proposed parking lots.
Please indicate the land use proposed for the approximately 30,000 square feet of building
space. Is it warehouse, retail, or a combination?
4. Please add a note to the Site Plan which addresses the screening of roof -top mechanical
equipment.
Please add a note to the Site and Landscape Plans which states that trash dumpsters are to
be fully enclosed and gated. The "legend" indicates that trash enclosures are designated on
the Site and Landscape Plans. However, no "T"'s were found on the plans. Elevation
drawings of the enclosures should be included on the elevation sheet.

6. A six foot wooden fence and landscaping should be provided on eastern boundary of the
outside storage yard as this boundary faces the public right-of-way.
7. Please provide overall dimensions for the building elevations and indicate building materials.
Are the building materials and colors compatible with other surrounding land uses such as
Webergs Furniture?
8 The Fort Collins - Loveland Water District and the South Fort Collins Sanitation District have
reviewed the above mentioned project and submit the following comments:
a. The District's signature block is required on sheet 1 0-6.
b. The general notes on sheet 1 of 6 are to be revised to indicate that all sanitary sewer
and water line construction shall conform to the most current construction
specifications of the South Fort Collins Sanitation District and the Fort Collins -
Loveland Water District.
C. The top of the 4 inch sanitary sewer service, to the south building, is to be at or higher
than the top of the existing 8 inch sewer line at the east invert. The service is to be
core drilled into the existing manhole and the invert reconstructed.
d. A blow -off is required on the existing water line on the north side of the project.
e. The existing fire hydrant on the south side of the project may need to be relocated to
avoid a conflict with the sidewalk.
9. Attached are comments and requested revisions by the Engineering Department.
10. The Mapping Department offers the following comments:
a. In the Statement of Dedication, the plat name is missing.
b. The drainage easement on Lot 2 cannot be field located.
C. We require the Plat to be tied to "Primary Control". We have allowed a "Replat" to
use the boundary of the old plat as control, but we have not allowed a new plat
(unplatted tract) to just tie to an adjoining plat without ties to the section control.
d. Please define the areas within the lots. The lines have no bearings or distances.
11. The Building Inspections and Zoning Department offers the following comments:
a. Building envelopes should not be shown on the Plat.
b. The gravel outdoor storage area may not be used for the parking or storage of
vehicles.

C. Will a backing truck be able to negotiate a turn in the drive and parking area
adequately? Trucks cannot back in from the public street.
d. Additional plantings are needed along the south edge of the parking lot.
e. Building envelope dimensions are needed.
12. U S WEST offers the following states: "Review of these plans should not be construed as a
commitment that telephone facilities sufficient to serve this project are presently available.
U S WEST will provide telephone service in accordance with the rates and tariffs on file with
the Colorado Public Utilities Commission.
The owner is responsible for provision of all conduit, ditch, and street crossings for telephone
facilities within the project. The owner also provides terminal room space (usually 4' x 8') and
power for the main terminal at one building on each property, generally in a janitors' closet
or utility room. The owner's vendor provides all facilities beyond the main terminal. Contact
the U S WEST engineer for conduit specifications for the main telephone entrance cable.
Any relocation of existing telephone facilities required by these plans will be paid for by the
developer."
13. The Light and Power Utility offers the following comments:
a. Trees must conform to street/tree standards for streetlight installation.
b. The applicant will need to coordinate transformer locations.
C. Any relocation of Light and Power facilities will be at owners expense.
This completes the review comments at this time. Additional comments may be forthcoming as the
various departments and reviewing agencies continue to review this request. Please be aware of the
following dates and deadlines to assure your ability to stay on schedule for the September 25, 1995
Planning and Zoning Board hearing:
Plan revisions are due by 5:00 p.m. on September 6, 1995. Please contact me for the number of
folded revisions required for each document.
PMT's, renderings, and 8 folded copies of final revisions are due by 3:00 p.m. on September 18,
1995.
