Planning and Zoning Board Members:
I greatly appreciate the amended decision which maintained the entrance and
median to Fossil Creek Meadows (March 27%Carpet Exchange Warehouse). In
addition to the issues of drainage and the degradation of Fossil Creek, our
greatest objection was the use of Fossil Creek Parkway, a residential street
and only access into our neighborhood, for commercial purposes.
Just to update you on the ever changing status of the Parkway, in April, we met
with Mike Davis, director of Developemental Services. Mr. Davis evaluated this
quadrent and determined that it is neither practical or appropriate for Fossil
Creek Parkway to be used as an arterial. He stated that the Parkway would not
meet city arterial standards in terms of width or length (i.e. by definition,
an arterial is at least 4 miles in length; the Parkway could never extend more
than 1 mile). And, that it was inappropriate and unsafe to disect a neighborhood
with an arterial. And, he instructed the temporary transportation director, Eric
Bracke, accordingly.
This month, Mr. Davis informed us that after further research, his staff has
discovered that Fossil Creek Parkway is incorrectly designated as an arterial
on the Master Street Plan. He said that when the Street Plan was amended in '82,
the Parkway was amended back to 2-lane status and that it is an oversight or
error as it currently appears on the Street Plan (note white out on Master Street
Plan of Fossil Creek Parkway east of our neighborhood to Lemay). You should be
receiving a letter shortly confirming this information.
Although the Carpet Exchange Warehouse and Snead Dr. is a done deed now, had
this information been available 2 months ago, the LDGS evaluation and point
system would be different and perhaps the end result, too.
Again, please accept my thanks for maintaining our landscaped entrance. I don't
know how long we'll enjoy it, since the city seems determined to relocate the
street. But, for the time being, we shall enjoy our green grass, trees and shrubs.

Planning & Zoning Board Members:
Due to prior business committments, I can not be present May 22, when the Board
reconsiders the Weberg Furniture Warehouse project.
I believe this continues to be a project of great intensity on a difficult and
limited site. The ratios of building coverage and open space are similar to last
months proposal. The master plan implies more bulidings than this site can
accommodate.
I believe the flood plains and basin must be looked at in its entirity, which
the Storm and Drainage Study that is in process will accomplish. The accumalative
impact of these individual projects can not be ignored. We will pay the price
later (i.e. Spring Creek).
The master plan simply avoids and puts off to tommorrow the thorny issues of
drainage and water quality from the west side of the property. And, the Weberg
property drains to College, picks up the added debris and auto related contami-
nants, then dumps into Fossil Creek.
With 4 driveways (2 REA and 2 nurseries), in a short distance north and south
of this property, I hope the subject of acceleration/deceleration lanes is
addressed. And, the need to establish a circulation road, still has inherent
obtacles. Specifically, the ponds, a stand of cottonwood trees and the nursery
office complex are located south of Fossil Blvd.
