Contents: 4' This is to apprise you of recent discussions staff has had with represenatives of Pace Warehouse concerning possible location in Fort Collins. Our contacts so far have been with a local commercial real estate agent and an architect, also local, relative to a preferred site south of Harmony on College between the two nurseries on the west side of the highway. The project has gone to conceptual review. Staff reactions thus far have been to support the Pace`s presence in the City. However, the location favored by Pace causes the staff technical problems relative safe and effective access to College Avenue. Because of this there was a Development Coordination Team meeting to review with the applicants the concerns of the staff and to see what could be done to mitigate the situation. Basically, Pace representatives would like to secure a traffic signal at the site to permit ingress and egress from the property. Staff has advised that neither the State nor City would support a signal at the requested location for the following three reasons: (1) the progression of signal timing, as it is now and will be in the future cannot support an additional signal between Fossil Creek and Mason; (2) the Pace site plan does not allow for a recirculation street similar to Mason Street north of Harmony which is important to the efficient recirculation of traffic back to College; and,(3> neither the City nor the State will support a signal at the location sought by Pace given the State Access Code and the South College Avenue Access Plan that is under preparation. � In order to make the requested location work, the staff advised, subject to confirming data from Pace, Zrthat a Mason type recirculation street either � in front of the proposed Pace building or behind and parallel to the railroad, south to Fossil Creek would be needed. This new street would tie into a planned traffic signal and allow for traffic to recirculate north on College. With this recirculation street, right turns in and right turns out of the site, as well as left turns into the site would be acceptable. � � This information was shared with the represenatives along with additional sites the staff believed could support a Pace operation with little off -site improvements. We have now heard indirectly that Pace is not pleased with the City. Because of the size of the market in and around Fort Collins, Pace cannot affort $7 a square foot land and work. It is looking for $3 a foot land. With the improvements suggested by the staff, Pace claims it may choose to locate in Loveland, because it cannot afford a site north of Harmony and will have to make too costly improvements to make the subject site work. This is the dilemna. However, at no time has staff been rude or discourteous to Pace. We have indicated a strong desire to work with Pace to make the project work for them and the City. We have requested hard information on vehicle trips, membership, peak hours of operation, etc. in the hope that with t facts will permit a more reasoned and cost effective solution for all | concerned.
