As you may be aware, we are experiencing staff shortages in a number of key departments, which has begun to impact the timeliness of our reviews. We recognize that development and construction play a critical role in our community’s vibrancy and economic recovery, and we have been exploring options for mitigating impacts to our customers. As a result, we will be making some temporary service changes. Beginning Monday May 10th one additional week of review time will be added to all 1st and 2nd round submittals (increase from 3 weeks to 4 weeks). Addressing the private street building and landscape setback issues with garages and parking lot on the north side of the site. Providing detail of pedestrian spine entry feature. Adding plan notes that clarify the conditions and modifications that were approved at the hearing. Sorting through curb ramps and raised walkway for the pedestrian spine. Trash enclosure on the southeast portion of the site and ensuring that risk of bumping into adjacent vehicles is minimized. Add a parking note to the title sheet regarding garages. Department: Engineering Development Review Contact: Marc Virata, 970-221-6567, mvirata@fcgov.com Topic: General Comment Number: 1 Comment Originated: 10/04/2021 10/04/2021: for approval: The civil plan should be providing more detail on the work occurring on/around the South Transit Center property in order to tie into the STC property. The northern pedestrian path ends at a raised curb, it would seem that in maintaining this pedestrian network as a continuous system that would align with the pedestrian path on the western side of the parking spaces (and access ramps to address the grade change should occur) to provide a logical connection. Input from Transfort indicates that they are OK to the elimination of the two parking spaces for the applicant to facilitate this. (Is there an existing tree that isn't depicted that would need to be considered?) With respect to the southern connection, there appears to be the depiction of a culvert, but no labelling. Some sort of culvert would appear to be needed as a concrete channel is present between the two pedestrian connections. Response: SS - we have been working through these details and the North Transit center walk has been laid out per the recent email response from Kai (dated October 25, 2021). The middle connection to the Transit center has been detailed out more. As was previously shown in the plans, a sidewalk chase is required to convey the Transit Center’s gutter flow as it does in its existing condition. Comment Number: 2 Comment Originated: 10/04/2021 10/04/2021: for approval: City Real Estate provided an email prior to hearing that serves as a letter of intent for the willingness to grant a temporary construction easement. The work to be done on the City property would still need the formal granting of the TCE and should be coordinated with City Real Estate. Response: SS - Ownership is working with Keith (COFC Real Estate) with regarding to the temporary construction easements (TCE’s). Comment Number: 3 Comment Originated: 10/04/2021 10/04/2021: for approval: 5 An exhibit was provided from John Tufte for the northeast corner of the site that showed the relocation of a fiber optic pedestal, the final plan submittal now shows this as being protected in place in the existing conditions sheet, which would appear to conflict with the new sidewalk based upon the exhibit that was previously provided (but not included in the submittal). Please clarify. The southeast corner is showing on Sheet C4.3 that a pedestal is being protected in place that's directly in conflict with the sidewalk. More detail on the northeast and southeast corners of the site is needed showing how the sidewalk and access ramps are to be constructed with utility facilities being separated from them a minimum of 1 foot as prescribed in LCUASS Figure 16-1. Response: SS - The utility plans have been clarified to reflect the exhibits that John and Marc (along with others) worked through. The trees have also been moved away from the utilities and placed on the west side of the walk along College Ave. Comment Number: 4 Comment Originated: 10/04/2021 10/04/2021: for approval: In general, the grading plan is lacking spot elevation and percent grade type information along the College Avenue and Fairway Lane sidewalks (in addition to the previously referenced areas along/within the South Transit Center.) The plans should be demonstrating that City and ADA access requirements are being met. Response: SS - The utility plans include additional spot elevations, surface slopes, and ramps supporting accessibility. Comment Number: 5 Comment Originated: 10/04/2021 10/04/2021: for approval: The tree placement of some trees along College Avenue isn't further west to be out of the theoretical future College Avenue roadway. The response pre-hearing was that a FCLWD facility was in conflict. With the plans still reflecting the trees in the potential future roadway, we should verify if CDOT is OK with this, otherwise we should be looking at other options to not place the trees in a location that would ultimately be removed. Response: SS – An exhibit was provided to Marc and Kai and Jeff (owner) on October 25, 2021. We have revised the plans to reflect that tree layout. Department: Erosion Control Contact: Basil Hamdan, 970-222-1801, bhamdan@fcgov.com Topic: Erosion Control Comment Number: 1 Comment Originated: 10/01/2021 10/01/2021: INFORMATION ONLY: The City Manager’s development review fee schedule under City Code 7.5-2 was updated to include fees for Erosion Control and Stormwater Inspections. As of January 1st, 2021, these fees will be collected on all projects for such inspections. The Erosion Control fees are based on; the number of building permits on lots, the total site disturbance, the estimated number of years the project will be active and the Stormwater Inspection Fees are based on the number of LID/WQ Features that are designed for on this project. Based on the proposed site construction associated with this project we are assuming 16 building permits, 10.5 acres of disturbance, 1 year from demo through build out of construction and an additional 3 years till full vegetative stabilization due to seeding. Which results in an Erosion Control Fee estimate of $1,887.83. Based on 1 extended detention basin, and 2 underground treatment systems, the estimate of the Stormwater LID/WQ Inspection fee is $1,080. Please note that as the plans and any subsequent review modifications of the 7 above-mentioned values change the fees may need to be modified. I have provided a copy of the spreadsheet used to arrive at these estimates for your review. Response: SS – We are in agreement with the assumptions and fees outlined above. The erosion control security estimate will need to be adjusted as these comments are addressed. Additional street sweeping has been assumed and reflected in the updated EC security estimate provided in the EC Report. The site's water quality design, as proposed, is unfeasible as shown, and a considerable revision to either the method of treatment, or site layout may be needed to resolve this issue. There does not seam to be another location where an underground treatment facility can be placed with the current site plan. Response: SS – The existing trees are proposed to be removed to accommodate the installation of the Stormtech chamber systems. Please relocate the lights so they are not conflicting with any other utilities. The number and location of lights will approx.. match the existing lights 8 on the east side of College Ave. Response: SS – Per out discussion with you, the street lights were adjusted to be across the street from those on the east side off of future back of walk. We will coordinate separately with SFCSD to make sure light locations are acceptable. Comment Number: 3 Comment Originated: 10/05/2021 10/05/2021: For Final Approval: If the proposed utility easement needs to be used along the College Ave. frontage, will there be balconies or door overhangs or other obstructions protruding into the proposed 15' easement? This could narrow the space to be used by utility companies. Response: SS – Easements are shown and buildings were adjusted. Please indicate where you intend to have Light & Power facilities running through the site so we can have a conversation. We will continue to coordinate this routing with you. I believe this would require 6 foot of separation if considered private. Please verify and make adjustments. Response: SS – Transformers now have adequate separation as shown. We will make sure that this continues to be the case as design finalizes. Comment Number: 6 Comment Originated: 10/05/2021 10/05/2021: For Final Approval: Response letter indicated a blanket utility easement for the site but it appears that a number of the electric facilities are not within a Utility easement. Any proposed electric infrastructure that needs to be installed, relocated or modified as part of this project, will be at the expense of the developer and will need to be located within Public Right-of-Way or a dedicated easement. Please coordinate relocations with Light and Power Engineering. Response: SS – A blanket dry utility easement is now defined/stated in the submitted plat. Department: Forestry Contact: Christine Holtz, choltz@fcgov.com Topic: General Comment Number: 1 Comment Originated: 10/05/2021 10/05/2021: INFORMATION ONLY FOR FINAL APPROVAL Thank you for preserving 7 existing large ash trees onsite. The emerald ash borer was found in Fort Collins in May of 2020, and will be here permanently from now on. This beetle will eventually cause 100% mortality in ash trees that are untreated. Please consider creating a management plan to treat the ash trees on your property. Forestry is treating strategically selected City ash trees with systemic injections of emamectin benzoate, which is the most effective form of treatment on larger diameter trees. Forestry is happy to provide a list of plant health care companies that are licensed in Fort Collins to treat ash trees, and provide any additional information necessary. Response: As discussed with Forestry these trees unfortunately were unable to be saved due to the requirement to install stormtech chambers in this area. Cash in lieu will be paid for the ash trees that are being removed. Please refer to tree feasibility letter for details. Please consider reducing the number being planted and adding another species such as Kentucky coffeetree. Response: Planetrees have been removed and replaced with a different tree species as shown on the landscape plan.
