Box 580 Fort Collins, CO 80522 Dear Sherry; Cho P1191 4= urban design, inc. 3030 south college ave., suite 200 fort collins, colorado 80525 (303) 226-4074 Attached are five sets of prints of the Horsetooth Business Park Master Plan and First Filing PUD Site and Landscape Plans, indicating revisions made in response to Staff Comments. Specific responses include: Master Plan 1. Stewart and Associates is completing the required master utility plan, as requested. 2. The master plan land use designations have been clarified. 3. Notes 5 and 6 have been revised to indicate that Day Care and other community service uses as primary allowed uses rather than as alternates. 4. Note 7 has been clarified. 5. The future extension of Automation Way south to the Collindale Business Park is anticipated to be made when the sites with adjacent frontage are developed, unless traffic studies indicate an earlier need. 6. As discussed with Rick Ensdorff, the bikeway has been indicated along Big Horn and Automation Way to Horsetooth, then along the walk to the Union Pacific Railroad. 7. The applicant does not wish to further complicate the current review process by pursuing a rezoning at this time. If, after approval of Horsetooth Business Park, First Filing, the City wished to initiate a rezoning of this, and other RH zoned properties in the area to IL or IP, the applicant would be interested in working together toward that goal. urban design, inc. First Filing PUD Plans 1. The applicant is working with Light and Power regarding modifications to their existing improvements. 2. We are working with Public Service Company regarding the gas line to be abandoned. Trees and the identity sign have been moved to allow 4" of clearance from the gas line. 3. After further review of the site and building plans with Poudre Fire Authority, an additional fire hydrant has been added to the utility plans. Access lanes through the storage yard will be coordinated between Poudre Fire Authority and Public Service Company upon occupancy of the site. Public Service Company will continue to work closely with Poudre Fire Authority regarding storage of flammable liquids and hazardous materials, and other safety requirements. 4. The wetlands approach to the detention pond is a landscape approach that lends itself to the pond configuration, and should provide some water quality benefits. Technical storm drainage requirements are being addressed by Stewart and Associates. 5. Plat and utility plan revisions as required are being completed by Stewart and Associates. 6. Changes to the handicapped parking spaces have been made as requested. 7. The proposed use has been more clearly noted on the site plan. 8. Height analysis information regarding the microwave tower is attached. Public Service Company's existing microwave tower (at the Prospect/Riverside site) is to be relocated to the Horsetooth Business Park facility. 9. The "wetlands" proposed in the detention area comprises turf grass and cattails. Turf species used in the detention pond should need no unusual level of maintenance; little or no maintenance is anticipated for the cattail area, once established. 10. Identity sign details have been added to the site plan. Low key directional signage ("customer.parking" or "deliveries" designations for example), with each sign board sized at 4 square feet or less, is anticipated to be used on --site. urban design, inc. 11. Customer, employee, and bike parking has been clarified as requested. 12. The landscape plan has been revised with additional plant materials, and clarification of notes. Ponderosa Pines have been regrouped to more effectively baffle views of the garage and service yard from Horsetooth Road. 13. Site lighting information has been added to the site and landscape plans as requested. 14. A black vinyl clad chain link fence has been noted on the revised site plan. 15. More detail regarding finish materials has been added to the architectural elevations. 16. The entire service yard is intended to be finished with an all weather surface; either entirely paved or a combination of asphalt pavement, concrete, and road base. 17. A number of accessory structures -- racks, bins, other support structures, and the garage/storage building — are needed within the outdoor storage area. Because a building permit is required for many of these structures, the fence line has been indicated as a building envelope. 18. We have reviewed Staff's traffic related questions with Matt Delich. -- The center driveway has been revised to function as a one—way exit from the customer parking and payment drop box area. -- As discussed with staff when the proposed location for Public Service Company was changed to this site, the completion of Automation Way to Collindale Business Park is not needed as part of this Filing. This connection is anticipated to be made when the sites with adjacent frontage are developed, unless traffic studies indicate an earlier need. -- Because of the projected low level of traffic on Viewpoint -- even with completion of Horsetooth Business Park and Collindale Business Park, potential conflicts with left turns onto eastbound Elk Road are not expected to present significant problems in this area. -- If the area east of Automation Way developes as a series of smaller users on individual lots (as per previously approved PUDs), Elk Road is likely to remain as a public street. If Master Plan Parcel 'C' develops as a single use, or as a retail center, Elk Road may be vacated, and replaced with a private driveway. The urban design, inc. location of the access point is unlikely to change because of existing Light and Power and sanitary sewer lines running along that alignment. Ten sets of prints, a colored plan, and 8 1/2 X 11 reductions will be submitted by March 18, 1991, and Final Documents will be submitted by March 21, 1991, for the March 25, 1991, Planning and Zoning Board Meeting.
