Dear Eldon:
Staff has reviewed the Horsetooth-Timberline PUD Master Plan and has the
following comments to make:
1. The drainage information submitted is adequate for the Master Plan level;
however, the following points should be considered:
- second pipe crossing Timberline to separate stormwatcr and irrigation
water;
- erosion control/phasing of overlot grading;
- combining detention, since the small release rates will cause maintenance
problems.
2. Total flow crossing Timberline needs to be shown. Site flows, as well as
off -site passing under/over Timberline should be shown.
3. The off -site sub -basins included and the on -site sub -basins and their
associated calculations should be shown.
4. The kinds of uses anticipated as "commercial" uses should be identified.
5. The intersection at Horsetooth and the project's main entrance would not be
signalized, unless this access becomes a part of the public street system
serving the site.
6. The western -most access on Horsetooth should be eliminated from the Master
Plan.
7. The right-in/right-out on Timberline should be shifted farther south to serve
more than just one phase of the site.
8. A conceptual design for the Horsetooth/Timberline intersection should be
submitted with the Master Plan. Phasing of the improvements to this
intersection will need to be evaluated.
9. The bike route shown on the plan should be labelled as such.

10. It is anticipated that the neighborhood service center would contain a
grocery; however, there is no indication of this on the Master Plan. The
grocery anchor will be needed in order to achieve the needed number of
points on the Neighborhood Service Center Point Chart, at the time of
preliminary review and is supported by the Land Use Policies Plan.
By noon on Wcdnesdav, November 2, 1988 three copies of the revised Master
Plan addressing these comments must be submitted to this office. Items that
cannot be provided graphically should be addressed in written form. By
Mondav, November 14 ten (10) folded sets of plans, a colored rendering
(unfolded) and an 8-1/2"x 11" PNIT reduction (or similar quality, xerox copies
unacceptable) must be submitted.
