Harold Fisher Property, which was presented before the Conceptual Review
Team on August 29, 1988.
The comments are offered informally by Staff to assist you in preparing the
detailed components of the project application. Modifications and additions to
these comments may be made at the time of formal review of this project.

CONCEPTUAL REVIEW STAFF COMMENTS
MEETING DATE: August 29, 1988
ITEM: Harold Fisher Professional Office P.U.D. and Master Plan
APPLICANT: Mr. Harold Fisher c/o Mr. James Cox, Architecture Plus, 318 East
Oak Street, Fort Collins, CO. 80524.
LAND USE DATA: 1.22 acres of professional office northeast of Riverside
Drive and east of Lemay Avenue.
COMMENTS:
1. The City Department of Light and Power has recently installed streetlights
along Lemay and Hoffman Mill Road. The developer of this property would
be responsible for paying back to Light and Power a portion of the installa-
tion costs.
2. All electrical installations would be underground. Normal development
charges would apply.
3. The existing water and sewer mains under Lemay were not installed,
inspected or tested by the City of Fort Collins Water and Sewer Department.
Consequently, the City must do a pressure test and inspect these lines before
allowing them to be tapped for service. The sewer line is six inch diameter
and serves a lift station which would not be allowed by present code.
Similarly, the main is not looped and the City is not sure if it has been
properly chlorinated. The Water and Sewer Department will work with the
given situation as best as possible but reserves the right to charge the
developer for costs not typically associated with development of a profes-
sional office building.
4. A standard drainage report, accompanied by a grading and drainage plan,
will be required. Care must be taken so stormwater runoff will not erode
the embankment and damage the City bike trail. Onsite detention will not
be required due to the proximity of the Poudre River.
5. The site is located in the Old Town Drainage Basin. At present, there are no
drainage fees associated with this basin. City Council, however, will soon
pass an ordinance authorizing drainage fees.
6. Be sure to take precautions so irrigation runoff will not create a nuisance for
the bike trail or cause damage.

7. The Poudre Fire Authority is concerned about the reliability of the water
supply from the six inch water main. This may be adequate for the one
proposed building, but may become a problem for future buildings.
8. The Poudre Fire Authority highly recommends that all proposed buildings be
equipped with a fire sprinkler system.
9. A plat will be required. The P.U.D. site plan should indicate bicycle and
motorcycle parking. Please show the dimensions of all the building enve-
lopes. A note should be placed on the site plan stating that signage will
comply with the Sign Code.
10. A Traffic Impact Analysis will be required. The traffic impact on both
Lemay Avenue and Hoffman Mill Road must be assessed. Please keep in
mind that a long range plan is to have Hoffman Mill Road extend to Tim-
berline Road. It should be noted that the intersection of Hoffman Mill
Road and Lemay Avenue will not be signalized. The southbound left turn
bay on Lemay Avenue to Hoffman Mill Road is short in length and may
have insufficient stacking. A left turn lane for Hoffman Mill Road exiting
onto southbound Lemay Avenue may have to be constructed as this turn may
be difficult at peak hours.
11. The Traffic Impact Analysis must also address the issues associated with the
master plan. Please anticipate the future uses and intensity of development
as best as possible. Curb cuts off Hoffman Mill Road should line up to
avoid offsets. Hoffman Mill Road is considered a local street.
12. The curve on Hoffman Mill Road may have to be realigned. All utility
easements must be dedicated on a recorded plat. Curb, gutter, and sidewalk
will be required on Hoffman Mill Road. The intersection of Lemay Avenue
and Hoffman Mill Road may have to be reconstructed. The development
would be subject to. the Street Oversizing Fee of approximately $14,926 per
acre. Other public improvements may be required depending on the results of
the Traffic Impact Analysis.
13. There is
currently a problem with parking for the bike
trail. The
parking
demand
for the bike trail is usually on weekends. The
City would
like to
explore
the possibility of sharing parking with the
office users
whose
primary
parking demand is during the week. The City is seeking a
solution
that would be to the benefit of all interested parties.
14. The Transportation Director would emphasize that there are some inherent
problems with access to the site as the master plan develops. The applicant
is encouraged to investigate options for gaining access across the railroad
tracks onto Riverside Drive. Relying solely on Hoffman Mill Road may be
acceptable for the first phase but would become overloaded as the master
plan builds out to its full development potential.
15. The City recommends that the bank area be kept as natural as possible.
Native vegetation is preferable to maintain a wildlife habitat and preserve
the character of the river ecology as much as possible.
