Comment Number: 4 Comment Originated:05/28/2021 05/28/2021: INFORMATION: Temporary Service Changes - City of Fort Collins Development Review In order to continue providing thorough reviews and giving every project the attention it deserves, the City of Fort Collins is implementing temporary changes in how we serve our development customers.As you may be aware, we are experiencing staff shortages in a number of key departments, which has begun to impact the quality and timeliness of our reviews. We recognize that development and construction play a critical role in our community’s vibrancy and economic recovery, and we have been exploring options for mitigating impacts to our customers. As a result, we will be making some temporary service level adjustments. Currently, one additional week of review time will be added to all 1st and 2nd round submittals (increase from 3 weeks to 4 weeks).Lengths of subsequent rounds of review will be considered after each round of review. Also, Completeness Checks will be performed on all initial and Round 2 submittals during this time. Please reach out with any questions or concerns. We acknowledge the review time will be four weeks with this second-round submittal. Please add this to the current plat. 8/16/21: Thank you for completing the plat. Please show the 9' utility easement adjacent to Grant Avenue on the grading plan. The nine-foot utility easement has been included on the grading plan. Comment Number: 4 Comment Originated:05/20/2021 05/20/2021: The utility/grading plan will need to address the location of the sidewalk and any possible curb cuts. Will the applicant be proposing a driveways with the proposed lots? The existing sidewalk will need to meet ADA criteria. If any driveways are proposed, the crossings at the driveways will need to meet ADA criteria. Any sidewalk construction or replacement will need to be coordinated with any Landscaping requirements. 8/16/21: The sidewalk along the Grant Avenue will need to be brought up to ADA standards, The Engineer should verify the sidewalk width and show as being replaced if it does not meet ADA standards.The engineer will need to verify that the sidewalk width and cross slope meet ADA criteria. The current width does not meet ADA. Based on ADA requirements, the Grant sidewalk shall be replaced along the entire length of this project. Each lot will need independent utilities to support the residence. Each lot has independent utility services provided and proposed work shown within City right-of-way. Comment Number: 9 Comment Originated:05/20/2021 Page 3 of 8 05/20/2021: For Information: All public sidewalk, driveways & ramps, existing or proposed, adjacent or within the site,need to meet ADA standards. If they currently do not, they will need to be reconstructed so that they do meet current ADA standards as a part of this project Based on ADA requirements, the Grant sidewalk shall be replaced along the entire length of this project. There are no adjacent driveways or ramps associated with this project. Comment Number: 18 Comment Originated:05/25/2021 05/25/2021: The utility easement that was reserved out of the vacation of the alley needs to be extended to the south across the second lot and should be shown on the plat. Utility easement extends across both lots with updated replat. 8/16/21: The Utility Easement to be dedicated for the power poles located towards the back of the lot will need to be shown on the grading plan. Please keep in mind the placement of the building on the southern lot cannot be located within the easement per City code. Utility easement extends across both lots and is shown on grading plan. The paving material is not being called out on the plans. Please specify the material to be used in the working of the alley. Page 4 of 8 The following construction note has been added to the plans, “Per Larimer County Rural Street Standards, limits of alley disturbance shall be surfaced with a minimum of four inches of Class 5 aggregate base course (ABC) or other material acceptable to City of Fort Collins. Gravel shall be placed on a suitable subgrade. Prior to placing gravel, subgrade shall be reconditioned, which shall include scarifying down a minimum of the six inches, wetting or drying as necessary, and recompacting subgrade. A three-foot shared walkway will be provided from the back of sidewalk, between the two proposed buildings, and then separate walkways will be provided to each ADUs from the side yard fence. 05/25/2021: If the habitable space above the garages will be continually occupied or utilized as a Short-Term Rental (STR), PFA recommends separate addressing and sidewalk connections to the accessory building habitable space entrance. As this is a spec home and not owner-build, we do not know if future use will be STR.
