Temporary Service Changes - City of Fort Collins Development Review
In order to continue providing thorough reviews and giving every project the
attention it deserves, the City of Fort Collins is implementing temporary
changes in how we serve our development customers. As you may be aware,
we are experiencing staff shortages in a number of key departments, which has
begun to impact the timeliness of our reviews. We recognize that development
and construction play a critical role in our community’s vibrancy and economic
recovery, and we have been exploring options for mitigating impacts to our
customers. As a result, we will be making some temporary service changes.
Beginning Monday May 10th one additional week of review time will be added
to all 1st and 2nd round submittals (increase from 3 weeks to 4 weeks).

With the plan note and response now indicating that Xcel is to relocate their
existing facility, we should either 1) have a signature block for Xcel to sign the
cover sheet of the plans, or 2) have separate written documentation from Xcel
agreeing to this relocation and not wanting to sign the plans. There should be
additional indication on the plan note indicating that the contractor shall not
perform any final grading and construction of the structural wall elements until
the relocation of this line is completed.

The site plan seems to indicate conflicting information between sheet 2 and
sheet 4 with respect to an existing Xcel gas line. Sheet 2 indicates the gas line
is to be relocated by Xcel. Sheet 4 indicates an existing gas line is to be
abandoned in place by Xcel. The civil plans don't reference an abandonment in
place and shows a relocation of the gas line. Depending on how coordination is
occurring with Xcel, either Xcel should be signing off on the civil plans, the plat,
and/or provide their acceptance separately before Cty approval. It is presumed
that the vacation of the gas easement is intended to occur as this would seem
to be in conflict with the construction over the easement and it needs to be
confirmed whether this will be done by separate document, or done via plat, and
similarly any new easement dedication Xcel might require. Please ensure all the
plans (including plat) provide the information as to what is occurring with respect
to existing and proposed easements needed for Xcel.

This project is located within the City's MS4 boundaries and is subject to the
erosion control requirements located in the Stormwater Design Criteria,
Chapter 2, Section 6.0. A copy of those requirements can be found at
www.fcgov.com/erosion
Please submit an Erosion Control Plans and report to meet City Criteria
(FCDCM Ch 2 Section 6.1.3)
The site disturbance for this site is over 1 acre in size which would trigger the
submittal of an erosion control report, yet none was provided. If an erosion
control report is not submitted, or if the one submitted does not address the
issues surrounding this sensitive area, with the next round, the submittal will be
rejected.
How much area is going to be disturbed with your project? (please provide a
map outlining the area anticipated to be disturbed along with the calculation of
area to help support this total and for us to understand the project size. [Area of
Disturbance: Total area at the site where any Construction Activity is expected
to result in disturbance of the ground surface. This includes any activity that
could increase the rate of erosion, including but not limited to, clearing, grading,
excavation, and demolition activities, installation of new or improved haul roads
and access roads, staging areas, heavy vehicle traffic areas, stockpiling of fill
materials, and borrow areas].
Does your project area have any steep slopes?
[Steep slopes: Any slopes that have a steeper incline than three to one (3H:
1V)]. Please show on plans and provide erosion control matting where needed
and appropriate.
The project is close to Fossil Creek and Erosion control plan should take this
into account in placement the Concrete Washout Area and in protecting the
construction area around Fossil Creek.
Please show the outlet pipe as it exits into Fossil Creek and provide erosion
protection (permanent and temporary) at that location. Sensitive Areas: Areas
that typically include floodplains, slopes, riparian corridors, lakes, irrigation
ditches, or other features subject to natural areas buffer requirements need to
comply with Land Use Code Section 3.4.1.
Please ensure that the Erosion Control Plans provided include a sequence
chart in accordance with (FCDCM Ch 2 Section 6.1.3.2)
Please address all redlined comments provided on the plans and on the
erosion control security deposit cost estimate.
Please submit an updated Erosion Control Escrow / Security Calculation based
upon the revised Erosion Control Plans to meet City Criteria. (FCDCM Ch 2

Based upon the area of disturbance State permits for stormwater will be
required since the site is over an acre and should be obtained prior to
commencement of Construction Activities on the site.

As of January 1st, 2021, these fees will be collected on all projects for such
inspections.
The Erosion Control fees are based on; the number of lots, the total site
disturbance, the estimated number of years the project will be active and the
Stormwater Inspection Fees are based on the number of LID/WQ Features that
are designed for on this project.
Based on the proposed site construction associated with this project we are
assuming 1 lot, 3.5 acres of disturbance, 1 years from demo through build out of
construction and an additional 3 years till full vegetative stabilization due to
seeding. Which results in an Erosion Control Inspection Fee estimate of
$1301.44.
Based on 2 detention basins, and 1 sand filter- underground treatment the
estimate of the Stormwater LID/WQ Inspection fee is $915.
Please note that as the plans and any subsequent review modifications of the
above-mentioned values change the fees may need to be modified. I have
provided a copy of the spreadsheet used to arrive at these estimates for you to
review.

Please provide a detail of the proposed wall in the NHBZ. Section 3.4.1 of the
City's Land Use Code requires that walls and other structures must be
compatible with the natural character of the buffer zone. Staff would like to see a
boulder wall, especially since the wall is not structural in scope.

would allow for water to pass through the wall.

There seems to be potential impacts to wetlands and waters of the US (Fossil
Creek) from the storm outfall. Wetlands may be impacted which are regulated
by the Corps of Engineers. The City requires a letter from the Corps indicating
the project complies with federal regulations. Moreover, the ECS never
accounted for these offsite improvements that could impact resources.
Wetlands must be delineated and shown on plans to ensure protection during
construction.
