Dear Steve:
Staff has reviewed the preliminary and final plan for the 403 S. Whitcomb
PUD and has the following comments to make:
1. If natural gas service is proposed for the addition, a separate gas
service line with meter located at the addition will be required. Ser-
vice from the existing gas meter on the house will not be allowed.
2. The City Arborist requests that three street trees (minimum 2" caliper)
be planted along the Magnolia frontage on 40' centers. A note should
also be placed on the site plan indicating that a permit is required
from the Parks and Recreation Department for pruning, planting or
removal of trees on the public right-of-way.
3. Portable signs are prohibited in the City of Fort Collins. The port-
able sign note should be deleted from the site plan and a note added
that all signs will comply with the City sign code.
4. Building setbacks from the property line to the building need to be
shown.
5. The parking area shown in front of the addition is not large enough to
accommodate two cars, without hanging over the sidewalk. This area
would need to be widened to accommodate the second vehicle. Where would
the residents park their personal vehicles?
6. The additional impervious surface justifies a more detailed look at
drainage. A drainage report and grading plan that addresses the addi-
tional runoff generated would be needed prior to issuance of a building
permit. This report must be prepared by an engineer licensed in the
State of Colorado. Normally, the City requires on -site detention for
any increase in runoff. A variance from this requirement could be con-
sidered if it can be shown that this increase in runoff will cause no
adverse impact.

7. As has been previously discussed, the Planning staff cannot support a
proposal to introduce a commercial use into a residential neighborhood.
While we realize that the uses on the east side of Whitcomb are commer-
cial in nature, City policies and plans have long supported the reten-
tion of residential neighborhoods and discouraged the intrusion of com-
mercial uses in residential areas, regardless of the intended scale of
the commercial use. On this basis, staff would have to recommend
denial of this request to the Planning and Zoning Board.
Should you choose to pursue this request before the Planning and Zoning
Board hearing on December 19, 1988, please submit three copies of the
revised site plan addressing these comments to this office by noon on
Wednesday, November 23, 1988. By Monday, December 12, 1988 ten (10) folded
sets of the site plan, a colored rendering (unfolded) and an 8-1/2" x 11"
PMT reduction must be submitted.
