The comments are offered informally by Staff to assist you in preparing the detailed components of the project application. Modifications and additions to these comments may be made at the time of formal review of this project. Box 580 •- Fort Collins, CO 80522-0580 • (303) 221-6750 CONCEPTUAL REVIEW STAFF COMMENTS MEETIr*G DATE: October 3, 1988 ITEM: 1629 Blue Spruce Drive, I-L Site Plan Review APPLICANT: James Brannan, John Dengler and Associates, 748 Whalers Way, Suite 200, Fort Collins, CO. 80525. LAND USE DATA: Request to remodel an existing 26,015- square feet office building and add a 8,461 office building for the U.S. Fish and Wildlife Service . Site would include new parking and an outside storage yard. Total net leasable floor area would be 38,828 square feet. COMMENTS: 1. There would be no significant development charges from Light and Power if there is no need to upgrade the existing electrical service. The available transformer is located next to the building to the north. 2. The bulbs in the parking lot poles have been removed because the bill had not been paid. If you would like to re -install the bulbs, please contact the Light and Power Department. 3. Water and sewer mains are available in the street and there is good pressure in the area. The new building, however, is less clear. Stubs may be available to the property line, but, if not, then taps must be made all the way back to the mains. 4. Since the existing building is not equipped with a fire sprinkler system, the new building must meet all the fire separation requirements. 5. The area has been master planned for drainage. Please submit runoff coeffi- cients for the change in the impervious surface area and indicate that the new data conforms to the existing criteria approved for the overall drainage area that feeds the affected detention pond. If the new released exceed the available street capacity, then onsite detention may be required. 6. The interior of the parking lot must be planted with 6% landscaping in islands protected by concrete curbs. The south property line must also be landscaped. 7. Please provide separate motorcycle parking, bicycle rack, and handicapped parking with ramps. 8. Barbed wire will not be allowed on the warcyard. Please indicate the type of fence material to be used for the warcyard. Staff recommends wood. 9. Please prepare a brief analysis of the traffic impact of 125 employees on the existing curb cuts. Also, analyze the impact on the Willox-Blue Spruce intersection. This is not intended to be a major Traffic Study. 10. Any incomplete public improvements must be constructed. Be sure all side- walks have ramps. Any street cuts for utility connections must be patched according to City standards. The street oversizing fee for the existing building will probably be prorated. The street oversizing fee for the new addition, however, will probably be assessed the full amount. In calculating the fee, be sure include the area to the center line of the adjacent local street.
