The administrative hearing for
I-L Site
Plan review for 1629 Blue Spruce Drive
will be on Tuesday, November
8, 1988,
at 1:30
p.m. in the Planning Department
Conference room. The purpose
of the hearing is
to legally grant a vested right to
develop in accordance with State
Law
Article
68 of Title 24, C.R.S. and City
Ordinance No. 2-1988. A final
mylar of
the site
plan, with the owner's signature,
must be presented at this administrative
hearing.
Please provide a notarial for the
owner's signature.
The following comments apply to the site and landscape plan. These comments
should be reflected on the final molar.
1. It is not necessary to show the building outline of the office to the north.
However, all adjacent uses within 150 feet, exclusive of right-of-way, should
be described along with the zoning.
2. A vicinity map should be provided on the document.
3. Under the title in the lower right corner, please add "Limited Industrial Sitc
Plan."
4. The Project Data table should indicate what percentage of the total site area
is devoted to the following categories: building coverage, parking and driycs,
and landscaping. The table should also state the existing zoning is 1-l_,
Limited Industrial.
5. Staff is concerned about the use of a chainlink fence around the warcyard.
Most industrial parks that have recently been approved in Fort Collins have
strict fencing standards requiring wood or masonry. While recognizing that
chainlink was specified by the G.S.A., please add a note to the site plan
stating that:
"The use of chainlink fencing is generally discouraged. If this site is
approved by the tenant, the developer shall seek to upgrade the fence to
solid wood or masonry. If solid wood or masonry is not selected, a letter of
explanation must be submitted to the Director of Planning prior to issuance
of a building permit."

6. Please note on the site plan that all signs will comply with the Sign Code.
As the sign now sits, it encroaches into the right-of-way. This encroachment
is not allowed.
7. The following comments apply to the landscaping:
A. All deciduous tree sizes should be upgraded to 2 inch minimum.
B. All ornamental tree sizes should be upgraded to 1 1/2 minimum.
C. There is no quantity for the Jackman Potentilla. Please list the quantity
or delete if this shrub is not to be used.
D. There is a lack of deciduous trees along the west and south property
lines and too much reliance on shrubs. Please add trees to these areas.
E. The north curb cut does not have a landscape island. Please delete one
parking space and add a landscaped island with one tree and appropriate
shrubs.
F. On the west side of the wareyard, there are two landscaped islands that
measure 350 square feet each and yet each island only contains 5 shrubs.
These islands should be upgraded with at least one tree and a greater
number of shrubs.
G. The parking bay on the northwest portion of the site is bounded by a
landscaped area that specifies a gravel shrub bed. This should be
upgraded to turf.
8. Please add the following note to the site plan:
"Prior to issuance of a building permit, the developer shall submit a
Drainage Report, Drainage and Grading plan, and other documents as deemed
necessary by the City of Fort Collins Stormwater Utility in order to fully
review the site as specified in the submittal requirements and criteria of the
"Storm Drainage Design Criteria and Construction Standards."
9. Please be aware that if a separate source meter of electrical power is
required for the lab/museum, or if power to the existing office at 1629 Blue
Spruce needs to be upgraded, then the developer should contact the Light
and Power Department at the earliest convenience.
10. Please add the following note to site plan:
"Prior to issuance of a building permit, an analysis of the impact of the
number of potential employees on the public street system must be submitted
for review by the City of Fort Collins Transportation Director. Such an
analysis shall specifically address the location of the proposed curb cuts and
the impact on Willox - Blue Spruce intersection."
