Dear Mr. Luikens:
Your request for an I-P Site Plan Review for the Golden Meadows Business Park,
G.S.A. Building has been scheduled for an administrative review for Thursday.
November 10, 1988, at 1:30 p.m. in the Planning Department Conference Room.
The purpose of the hearing is to legally grant a vested right to develop in
accordance with State Law Article 68 of Title 24, C.R.S. and City Ordinance No.
2-1988. In addition, the Assistant Planning Director, upon finding that the Site
Plan meets the policies, guidelines, and Zoning Code of the City of Fort Collins,
will sign the final mylar of the Site Plan.
The following comments apply to the site plan, landscaping plan and architectural
elevation of the proposed G.S.A. building. These comments should be reflected on
the final molars.
I. The site plan, landscape plan, and architectural elevations must be on 24 x
36 inch sheets.
2. The site plan, vicinity map, and landscape plan incorrectly label Monte Carlo
Street. In this location, the correct street name is Tech Street.
3. Even with the fire access lane, the building is out of compliance with the
150 fire access code. As a result, it is strongly recommended that the building
be equipped with an approved, commercial fire sprinkler system.
4. By equipping the building with a fire sprinkler system, the 24 foot fire lane
on the north can be deleted in favor of landscaping and buffering.
5. By creating a 30 foot landscaping and buffer area on the north side, the
project stands a better chance of buffering the adjacent property which is zoned
R-L-P, Low Density Planned Residential. Section 29-403 (a) of the Zoning Code
(copy attached) requires that there generally be an eighty -foot landscaped buffer
strip along any and all residential district boundary lines abutting property in
the I-P District. A variation from this standard may be permitted by the
Planning Director and the City Forester if it is determined that such a variation
will still accomplish an equal amount of effective screening. The enclosed
landscape requirement indicates that effective screening is accomplished by a

continuous evergreen screen with a minimum height of six feet and planted in
three rows, on twenty foot centers.
Please submit a revised landscape plan with a letter addressed to the Planning
Director and Citv Forester demonstrating how additional landscaped area and
plantings along the north property line will effectively screen the adjacent
residential zone district. Please state that the purpose of the letter is to seek a
variation from the requirements of Section 29-403 (a) of the City Zoning Code.
6. The site plan needs the appropriate approval block for the Director of
Planning and the appropriate ownership and notary block. Examples arc
attached.
7. The site plan data table should indicate the
percentage of the total
site
area
that is
devoted to the following categories:
building coverage, parking
and
drives,
and landscaping. Please note that in
Fort Collins, sidewalks
are
not
counted
as landscaped area. Also, please note
that Section 29-404 (1)
of
the
Zoning
Code (attached) requires that no more than
fifty percent of any
lot
shall
be covered
with building structures.
8. The title of the project should appear in the lower right hand corner of the
sheet so it is readable after being folded into a legal size file.
9. The site plan should label the adjacent uses and zoning to a distance of 150
feet exclusive of right-of-way.
10. The legal description should also appear on the site plan.
11. Staff is concerned about the use of chainlink fencing around the warcyard.
Most industrial parks that have recently been approved in Fort Collins have strict
fencing standards requiring wood or masonry. While recognizing that chainlink
was specified by the G.S.A. please add a note to the site plan stating that:
"The use of chainlink fencing is generally discouraged. If this site is
approved by the tenant, the developer shall seek to upgrade the fence to
solid wood or masonry. I£ solid wood or masonry is not selected, a letter
of explanation must be submitted to the Director of Planning prior to
issuance of a building permit."
12. The following comments apply to the landscape plan:
A. The buffalo junipers specified for one gallon size must be upgraded to
five gallon size.
B. The parking lot interior is required to be treated with 6% landscaping.
Please provide the necessary calculations.
C. The east property line must show a 5 foot landscaped buffer between
the parking lot and the property line. Have you considered reducing the
length of these stalls to 17 feet with a two foot overhang onto the lands-
capcd area?

D. The front of the warcyard fence should be treated with additional
plantings to provide a softening of the fencclinc so close to the parking lot.
E. There arc 8 landscaped islands that should be upgraded to include
shrubs.
F. There are two landscaped islands that arc 40 feet in length and feature
only 4 buffalo junipers for shrub cover. Please add additional
shrub plantings to these two islands.
G. As previously mentioned, the 30 feet along the north property line
should be converted to a landscaped buffer area featuring heavy use of
evergreen trees. Please show how this area will be treated on the revised
plans.
13. A fire hydrant should be added at the corner of McMurray and Shenandoah
Circle.
14. Due to the "fast track" approval process for this project, there may be
additional comments. It is anticipated that any unresolvable issue may be
handled with notation on the site plan that certain conditions must be satisfied
prior to issuance of a building permit.
Please feel free to call or visit as soon as possible to discuss these comments and
concerns. It is my hope that final mylars can be signed at the administrative
hearing on November 10, 1988.
