For your information, attached is a copy of the Staff's comments concerning
the Carpet Exchange, which was presented before the Conceptual Review Team
on October 3, 1988.
The comments are offered informally by Staff to assist you in preparing the
detailed components of the project application. Modifications and additions to
these comments may be made at the time of formal review of this project.

CONCEPTUAL REVIEW STAFF COMMENTS
MEETING DATE: October 3, 1988
ITEM: Carpet Exchange
APPLICANT: Dan Hunter, 5378 Sterling Drive, Boulder, CO 80301.
LAND USE DATA: Request for a 66,400 SF retail center with a furniture
store anchor on 3.2 acres located on the east side of College Avenue, south of
the existing Fred Schmid development.
COMMENTS:
1. Power is available on the west side of Snead Drive near the northeast corner
of the site. The City will extend power down Snead Drive and will also
extend street lights along College Avenue on the west side of the property.
Street lights will be high pressure sodium lights spaced approximately 118
feet on center. Normal development charges will apply. Fill out a Commer-
cial One form to determine the amount. Please coordinate the transformer
location and access requirements with our staff. (Light and Power)
2. This property is required to develop as a planned unit development under
the criteria of the Land Development Guidance System. A subdivision plat
will be required. (Zoning)
3. A storm drainage report will be required. Detention may not be required if
storm flows from the site can get to Fossil Creek without exceeding the
capacity of the street. To get information concerning storm drainage basin
fees, contact Dottie at 221-6589. (Storm Drainage)
4. Sprinklers may be required, depending on building design and water avail-
ability. (Fire)
5. Water service and sanitary sewer service will be provided by the Fort
Collins/Loveland Water District and the South Fort Collins Sanitation
District respectively. The contact person is Terry Ferrill at 226-3104. (Water

6. A 7 foot wide detached sidewalk will be required along College Avenue.

7. The developer will be required to dedicate the full right of way and to
build Snead Drive, with curb and gutter both sides, a sidewalk on the west
side and a temporary turn -around at the south end. Curve radii need to
meet City design standards. (Engineering)
8. Utility easements will be required, 8 feet wide along Snead Drive and 15
feet wide along College Avenue. A wider casement along College Avenue
may be required to accommodate special telephone requirements at this
-4ocation. (Engineering)
9. A dedicated access easement will be required for the shared access proposed
at the south end of the property. (Engineering)
10. Additional right of way may be needed along College Avenue if a decelcr-
ation lane is required. (Engineering) _
11. Street oversizing fees in the magnitude of $14,000.00 per acre will apply.

12. A State Highway access permit will be required for access onto College
Avenue. The developer applies for the permit through the City. Contact
Mike Herzig at 221-6750. (Engineering)
13. The City and the State are in the process of developing a "South College
Access Plan" which deals with future access points along College Avenue
from Swallow Road to Trilby Road. The study will determine the location
of future signalized access points and will set guidelines for other access,
median design and recirculation streets off of College. The study is
scheduled to be complete in November, 1988. It is likely that the only
access that will be allowed this property from College Avenue will be a
shared right in/right out access with the property to the south. (Traffic)
14. A traffic analysis will be required. Contact Rick Ensdorff at 221-6608 for
specifib requirements. (Traffic)
15. A neighborhood meeting will be required. A map showing notification area
and a description of the neighborhood meeting process is attached. (Plan-
ning)
16. Street trees 40 feet on center will be required along College Avenue. Use
plant material and/or landscape berming to screen parking along College.
