Regarding Point Chart E, staff cannot allow points for being located outside the "South College Corridor" or for being part of a center. Four energy conservation points can be granted for exceeding the Model Energy Code. Partial credit for energy conservation is not an option. Approval of the Preliminary PUD will be conditioned upon the applicant verifying the energy conservation measures during final review. See revised point chart. elcz< 2. Submit a traffic impact analysis. Contact Rick Ensdorff at 221-6608 to determine specific requirements. The bearings and distances shown on the site plan are incorrect and some arc missing. The legal description submitted does not describe the property shown on the site plan. J,w. 4. A preliminary plat is required. Show property boundaries with bearings and distances and dimension all easements. This information may be included on the site plan provided all the information is legible. 5. Provide land use data on an 81/2 x 11 sheet. 6. Provide an "Ownership Certification" on the site plan. 7. Show existing vegetation. 8. Buildings greater than 40 feet in height are subject to special review. The review procedure is attached. 9. Delineate phase one and phase two on the site plan. Describe on the site plan how access from College Avenue will be handled initially and after the realignment of Fossil Creek Parkway. Label the northern access "temporary". 11. Is Snead Drive intended to be a public street or private access drive? The City would prefer Snead Drive to be a public street. As presently designed it does not meet the following city standards: minimum centerline radius 240 feet, minimum tangent between curves 100 feet and maximum curb cut width 35 feet. The developer will also need to provide a 4 foot wide sidewalk on his side of the street. 12. It is anticipated that Snead Drive will be extended to intersect with the proposed realignment of Fossil Creek Parkway when the property to the south develops. It is possible that Fossil Creek Parkway may be realigned before that property is ready to develop, in which case the only points of access to your development would be a right in/right out at the south property line and Snead Drive from the north. �rrK 13. The temporary drive connection to the existing Fossil Creek Parkway needs to be located approximately 200 feet east of College Avenue. 14. The developer will be responsible for planting and maintaining landscape in the public right of way. Street trees should be planted between the curb and the sidewalk. All landscape areas are to be equipped with an auto- matic underground irrigation system. 15. Indicate handicap and bicycle parking on the site plan. J/,:, 16. Indicate water and sewer connections for both phase one and phase two. Gl nn 17. Submit a preliminary drainage report. 18. Provide an 8 foot wide utility easement along Snead Drive and a 6 foot wide easement from Snead Drive to the transformer location. Please verify location and width of the telephone easement shown. U.S. West will not accept trees or signs within an easement. 19. All signs will need to comply with the sign code. Provide dimensions for the proposed sign on College and indicate building signage on the architcc- tural elevations. Describe illumination. 20. Indicate typical parking stall dimensions. 21. All portions of the exterior walls of the first floor of all buildings need to located within 150 feet of an approved access roadway in which emergency fire equipment can be maneuvered or the building will need to be equipped with an approved automatic fire extinguishing system. 22. Show proposed fire hydrant locations. One in front and one in the rear. Page 3 0 • 23. The buildings must conform to building code requirements in regard to fire containment area and the fire sprinkler amendment. 24. Provide north and south building elevations. 25. Indicate the proposed land use on the site plan. 26. Provide a vicinity map on the site plan. 27. Indicate the densities of the surrounding residential areas. 28. Provide information about the anticipated amount and timing of truck traffic on Snead Drive. lv�•k"' 29. Submit an "All Development: Numbered Criteria Chart". Please let me know if you do not have a copy of the Land Development Guidance System which provides direction for completing this chart. See attached. This concludes Staff comments at this time.
