When you are ready to resubmit your plans, please notify me advanced notice as possible. Comment Number: 5 04/20/2021: INFORMATION: Temporary Service Changes ‑ City of Fort Collins Development Review In order to continue providing thorough reviews and giving every project the attention it deserves, the City of Fort Collins is implementing temporary changes in how we serve our development customers. As you may be aware, we are experiencing staff shortages in a number of key departments, which has begun to impact the timeliness of our reviews. We recognize that development and construction play a critical role in our community’s vibrancy and economic recovery, and we have been exploring options for mitigating impacts to our customers. As a result, we will be making some temporary service changes. Beginning Monday May 10th one additional week of review time will be added to all 1st and 2nd round submittals (increase from 3 weeks to 4 weeks). Comment Number: 6 04/20/2021: FOR HEARING: The proposed development project is subject to a Type 1 Review. The decision maker for your project will be an Administrative Hearing Officer at a public hearing. The Hearing Officer has 10 business days to make their decision. Following the decision there is a 14 day appeal period. Comment Number: 7 04/20/2021: FOR HEARING: For the hearing, we will formally notify surrounding property owners within 800 feet (excluding public right‑of‑way and publicly owned open space). As your Development Review Coordinator, I will assist with preparing the mailing and coordinating the hearing date with your team. Comment Number: 8 04/20/2021: FOR HEARING: All "For Hearing" comments need to be addressed and resolved prior to moving forward with scheduling the Hearing. Staff would need to be in agreement the project is ready for Hearing approximately 3 to 5 weeks prior to the hearing. Comment Number: 9 04/20/2021: FOR HEARING: I am letting you know that your quasi judicial item will be heard remotely and that there is the option to hold off until an in person hearing can be conducted. Any person or applicant seeking a quasi judicial decision from City Council, a City board or commission or an administrative hearing officer under the City Code or the City's Land Use Code, shall be notified in writing or by email of the intention to conduct a Quasi Judicial Hearing using Remote Technology. Such person or applicant shall be entitled to request that the Quasi Judicial Hearing be delayed until such time as the Hearing can be conducted in person. Comment Number: 10 05/17/2021: INFORMATION: LUC 2.211 Lapse, Rounds of Review: Applicants, within one hundred eighty (180) days of receipt of written comments and notice to respond from the City on any submittal (or subsequent revision to a submittal) of an application for approval of a development plan, shall file such additional or revised submittal documents as are necessary to address such comments from the City. If the additional submittal information or revised submittal is not filed within said period of time, the development application shall automatically lapse and become null and void. Additionally, the photo‑renderings are very poor quality and do not demonstrate the level of detail to assure that the enclosure will be consistent with the bulk, mass and scale of the building. Photo renderings have been updated to demonstrate the details that will be included in the stealth design. Please see the included photosimulations. 04/16/2021: FOR HEARING: As mentioned in the Incomplete Application Notice, a photo rendering is required. The renderings must be to‑scale and be included after the title sheet of the plan set. Please include multiple views from the public street adjacent to the site. Comment Number: 2 06/25/2021 FOR HEARING ‑ UPDATED: In the Rooftop Clearance Calc, Scenario 2 indicates that the antenna array could be setback from the edge of the roof by 15 feet + while preserving RF propagation over the edge of the parapet. What is the reason for no setting this facility further from the edge of the roof? Pushing the antennas back further from the rood edge would require the antennas to be built up higher. Per the structural engineers working on this project, increasing the height would have a larger impact on the structural integrity of the building. Additionally, a center mount would reduce the entire usability of the roof. 04/16/2021: FOR HEARING: Regarding 3.8.13(C)(3), it is acknowledged in the Project Narrative that for every foot in setback the enclosure would be required to increase in height by two feet. What technical documentation can you provide to prove this? If technical information cannot be provided that satisfies this standard it will be required that the antenna/enclosure be located as far from the edge of the roof as possible. Comment Number: 3 06/25/2021: FOR HEARING ‑ UNRESOLVED: This comment still applies and dovetails with Comment #2 Pushing the antennas back further from the rood edge would require the antennas to be built up higher. Additionally, a center mount would reduce the entire usability of the roof. 04/16/2021: FOR HEARING: There is significant concern around the mass and scale of the screen wall. Is there any way to break down the massing of the wall system? This comment dovetails with the setback requirement for roof‑mounted equipment. A possible scenario would be where the antennas mount to the existing screen wall and are just painted and textured to match or an additional screen wall be added (again, think wedding cake). It is acknowledged in the Project Narrative that for every foot in setback the enclosure would be required to increase in height by two feet. What technical documentation can you provide to prove this? Just a question for discussion, what is keeping the antennas from being flush‑mounted to the top of the building's wall? Comment Number: 4 06/25/2021 FOR HEARING ‑ UNRESOLVED: This comment has not been addressed. 04/16/2021: FOR HEARING: The brick textured screen wall will be required to provide a three‑dimensional cornice that matches the buildings cornice treatment. The existing cornice treatment features a soldier row of brick that overhangs the wall plane as well as a bronze colored flashing. These design elements need to be replicated. Comment Number: 3 6/29/2021: FOR HEARING: With the new proposed location of the antenna, will tree pruning be required during the installation process or for maintenance down the line? Please note that if any tree work is required or any tree impact is anticipated, a site visit with City Forestry (nsaha@fcgov.com) must be scheduled to obtain tree inventory and mitigation information. No tree pruning is required with the proposed location nor will it be required during installation. (or meet fire containment requirements). · Prescriptive energy compliance with increased insulation values is required for buildings using electric heat. · A City licensed commercial general contractor is required to construct any new commercial structure.
