HomeMy WebLinkAboutTHE QUARRY BY WATERMARK - FDP210016 - SUBMITTAL DOCUMENTS - ROUND 3 - SUPPORTING DOCUMENTATION (3)TRAFFIC SIGNAL GENERAL NOTES (1/8/2021) GENERAL ALL MATERIALS, WORKMANSHIP, AND CONSTRUCTION OF PUBLIC IMPROVEMENT SHALL MEET OR EXCEED THESTANDARD SPECIFICATIONS FOR ROAD AND BRIDGE CONSTRUCTIONAND CURRENT REVISIONS) (COLORADO DEPARTMENT OF TRANSPORTATION), THE M&S STANDARDS (COLORADO DEPARTMENT OF TRANSPORTATION), THE “NATIONAL ELECTRIC CODE”, LARIMER COUNTY URBAN AREA STREET STANDARDS, AND CITY OF FORT COLLINS STANDARDS AND SPECIFICATIONS. ALL TRAFFIC CONTROL DEVICES SHALL CONFORM TO THE MANUAL ON UNIFORM TRAFFIC CONTROL DEVICES (MUTCD) (2009 EDITION). ALL REFERENCES TO ANY PUBLISHED STANDARDS SHALL REFER TO THE LASTEST REVISION OF SAID STANDARD, UNLESS SPECIFICALLY STATED OTHERWISE. WHERE THERE IS A CONFLICT BETWEEN THESE PLANS AND THE SPECIFICATIONS, OR ANY APPLICABLE STANDARDS, THE MOST RESTRICTIVE STANDARD SHALL APPLY. ANY DISCREPANCIES ON THE DRAWINGS SHALL BE IMMEDIATELY BROUGHT TO THE ATTENTION OF THE ENGINEER BEFORE COMMENCING WORK. NO FIELD CHANGES OR DEVIATIONS FROM THE DESIGN ARE TO BE MADE WITHOUT PRIOR APPROVAL AND NOTIFICATION OF THE PROJECT ENGINEER. ALL WORK SHALL OCCUR WITHIN THE PUBLIC RIGHT-OF-WAY ORAPPLICABLE EASEMENTS. ALL STAGIN AREAS SHALL BE SUBMITTED TO THE PROJECT ENGINEER FOR APPROVAL. ALL TRAFFIC SIGNAL WORK SHALL BE INSPECTED AND APPROVED BY THE CITY OF FORT COLLINS TRAFFIC OPERATIONS DEPARTMENT. THE CONTRACTOR SHALL CONTACT TRAFFIC OPERATIONS A MINIMUM OF 48 HOURS PRIOR TO STARTING TRAFFIC SIGNAL CONSTRUCTION. UNLESS DIRECTED BY THE PROJECT ENGINEER, NO WORK SHALL BEGIN UNTIL ALL SIGNAL EQUIPMENT ITEMS FOR THE PROJECT HAVE BEEN PROCURED AND RECEIVED. NO WORK WILL BEGIN UNTIL ALL PRECON AGENDA ITEMS ARE SUBMITTED TO THE PROJECT ENGINEER. FOR ANY WORK INSDIE THE TRAFFIC SIGNAL CABINET, AN IMSA LEVEL II CERTIFICATION IS REQUIRED WITH COMPLETION OF TRAINING IN CONSTRUCTION, CORRECTIVE MAINTENANCE, AND SIGNAL TURN ON. FOR ALL WORK EXTERNAL TO THE SIGNAL CABINET, AN IMSA LEVEL I CERTIFICATION IS REQUIRED. CURRENT CERTIFICATES SHOWING QUALIFICATIONS SHALL BE SUBMITTED AT THE PRE-CONSTRUCTION MEETING. UNDERGROUND CONDUIT, POLE FOUNDATION,PULL BOX, AND CONTROLLER CABINET FOUNDATION LOCATIONS SHALL BE MARKED IN THE FIELD AS SHOWN ON THE PLANS. THE EXACT LOCATION SHALL BE APPROVED IN THE FIELD BY THE CITY PRIOR TO BEGINNING INSTALLATION. THE TYPE, SIZE, LOCATION AND NUMBER OF ALL KNOWN UNDERGROUND UTILITIES ARE APPROXIMATE WHEN SHOWN ON THE DRAWINGS. IT SHALL BE THE RESPONSIBILITY OF THE CONTRACTOR TO VERIFY THE EXACT LOCATION OF ALL UTILITIES BEFORE COMMENCING WORK AND AGREE TO BE FULLY RESPONSIBLE FOR ANY DAMAGES WHICH MAY OCCUR BY THE RESPONSIBLE PARTY’S FAILURE TO EXACTLY LOCATE AND PRESERVE ANY AND ALL UNDERGROUND UTILITIES. THE CONTRACTOR SHALL INSTALL EACH TRAFFIC CONTROLLER CABINET ON ITS FOUNDATION AND ROUTE ALL CONDUCTORS EXCEPT STREETLIGHT INTO THE CONTROLLER CABINET. CONDUCTORS SHALL BE TERMINATED IN THE CABINET BY THE CONTRACTOR UNDER THE OBSERVATION OF AN APPROVED CITY OF FORT COLLINS REPRESENTATIVE. THE TOP OF THE POLE FOUNDATION SHALL BE LEVEL WITH THE FINISHED GRADE. IF THE SLOPE OF SHOULDER DROPS OFF FROM FINISH GRADE, THE CONTRACTOR SHALL GRADE AROUND THE POLE FOUNDATION. THE TOP OF THE FOUNDATION SHALL EXTEND NO MORE THAN 4 INCHES ABOVE SURROUNDING GRADE. ALL UNDERGROUND CONSTRUCTION (CONDUIT, FOUNDATIONS, AND PULL BOXES) FOR THE INTERSECTION SHALL BE COMPLETED PRIOR TO THE INSTALLATION OF POLES, SIGNALS AND CABINETS UNLESS A TEMPORARY SIGNAL IS ALSO USED. UNDERGROUND CONDUIT FOR SIGNAL CABLE SHALL BE SCHEDULE 40 PVC OR HDPE BORE PIPE OF THE DIAMETER SHOWN IN THE PLANS. ALL COUPLINGS AND CONNECTIONS SHALL BE TIGHT AND WATERPROOF. ONLY NEW CONDUIT AND CABLE SHALL BE INSTALLED. PULL BOXES SHALL NOT BE INSTALLED WITHIN CONCRETE CURB ACCESS RAMPS. PULL BOXES SHOULD NOT BE INSTALLED IN CONCRETE WALKWAYS IF ACCEPTABLE LOCATIONS OUTSIDE OF WALKWAYS EXIST. A 5/8 IN. X 8 FT. GROUND ROD SHALL BE INSTALLED IN EACH PULL BOX LOCATED ON EVERY CORNER, AT THE BASE OF THE METER CABINET, AND IN THE CONTROLLER CABINET PRE-CAST BASE. A GROUND ROD CLAMP SHALL BE FURNISHED FOR GROUNDING THE GROUND WIRE. A #8 BARE COPPER CONDUCTOR SHALL CONNECT ALL GROUND RODS AS SHOWN IN THE SIGNAL PLAN. ALL CONDUITS SHALL BE CLEANED BY COMPRESSED AIR AND A PROPERLY SIZED CONDUIT PISTON OR MANDREL SHALL BE PULLED THROUGH THE CONDUIT PRIOR TO CABLE INSTALLATION. WHEN PULLING TRAFFIC SIGNAL CABLES THROUGH CONDUIT, THE CABLES SHALL BE LUBRICATED WITH A LUBRICANT NORMALLY USED FOR THIS PURPOSE. ANY ABRASION TO CONDUCTOR INSULATION WHICH OCCURS WHILE PULLING CABLE FOR THE TRAFFIC SIGNAL SYSTEM WILL BE CAUSE FOR THE IMMEDIATE REJECTION OF THE CABLE. IF THIS OCCURS, THE CONTRACTOR SHALL REMOVE AND REPLACE THE ENTIRE CABLE RUN AT THEIR EXPENSE. A MINIMUM OF THREE (3) FEET OF EACH WIRE AND CABLE MEASURED FROM THE TOP OF THE PULL BOX OR HAND HOLE OPENING, SHALL BE LEFT IN EACH PULL BOX AND AT EACH HAND HOLE. ALL CABLES SHALL BE STRIPPED, FORMED, AND TERMINATED IN A NEAT AND UNIFORM MANNER. ALL CABLE SHALL BE BROUGHT INTO THE TERMINAL HOUSING OF SIGNALS AND/OR CONTROLLER CABINETS WITH A SUFFICIENT LENGTH OF CABLE SO THAT ALL TERMINAL CONNECTIONS CAN BE MADE WITHOUT SPLICING THE CABLE. TO THE EXTENT POSSIBLE, HIGH VOLTAGE CABLES SHOULD BE SEPARATED FROM LOW VOLTAGE CABLES. THE EMERGENCY VEHICLE PRE-EMPTION SENSOR CABLE SHALL BE OPTICOM DETECTOR CABLE MODEL NO. 138. THE CABLE SHALL NOT BE SPLICED. ANY DAMAGE TO PRESENT ROADWAY FACILITIES SHALL BE REPAIRED IMMEDIATELY AND PRIOR TO CONTINUING OTHER WORK. ANY MUD OR OTHER MATERIAL TRACKED OR OTHERWISE DEPOSITED ON THE ROADWAY SHALL BE REMOVED DAILY OR AS ORDERED BY THE INSPECTOR. REMOVAL IS INCIDENTAL AND NOT AT ADDITIONAL COST TO THE PROJECT. DAMAGE CAUSED TO FACILITIES DURING THE COURSE OF CONSTRUCTION AS A RESULT OF THE CONTRACTOR’S OPERATION, INCLUDING CURB, GUTTER, SIDEWALK, RAMPS, ASPHALT, CONCRETE PAVEMENT, LANDSCAPING, AND LAWN IRRIGATION, SHALL BE RESTORED TO ORIGINAL OR BETTER CONDITION AT THE CONTRACTOR’S EXPENSE. SUCH EXPENSES SHALL BE INCIDENTAL TO THE WORK. THE CONTRACTOR SHALL PROTECT ALL EXISTING SURVEY, RIGHT-OF-WAY, AND SECTION CORNER MONUMENTATION DURING CONSTRUCTION. UPON COMPLETION OF THE WORK, THE CONTRACTOR SHALL SUBMIT AN ELECTRONIC SET OF RECORD DRAWINGS, “AS-CONSTRUCTED” PLANS, AND ANY OTHER ADDITIONAL DATA REQUIRED BY THE ENGINEER, SHOWING THE ACTUAL LOCATIONS OF CONDUIT, ITS DEVIVCES, PULL BOXES, AND OTHER SIGNIFICANT WORK. OVERHEAD ALL SIGNAL POLES, MAST ARMS, LUMINAIRE ARMS AND EXTENSION SHALL BE POWDER COATED OVER GALVINIZING, “MEDIUM BRONZE”, AEROSPACE MATERIAL SPECIFICATION STANDARD COLOR (AMS-STD-595A) 20065. AN ECONOLITE COBALT OR ASC3 CONTROLLER WITH THE LATEST VERSION OF CITY APPROVED FIRMWARE IS REQUIRED. AS INDICATED IN THE PROJECT BID TAB, THE CONTROLLER CABINET SHALL BE EITHER MODEL 333SD WITH AN 8” RISER AND EDI 2010ECLIP CONFLICT MONITOR, CONFIGURED FOR A FULL 8 PHASE/4 PEDESTRIAN OPERATION MODEL 332SD WITH EDI ECLIP2018 CONFLICT MONITOR, CONFIGURED FOR A FULL 12 PHASE/6 PEDESTRIAN OPERATION. THE CONTRACTOR SHALL DELIVER THE CONTROLLER CABINET WITH THE CONTROLLER AND AUXILIARY EQUIPMENT SPECIFIED IN THE PLANS TO THE CITY OF FORT COLLINS TRAFFIC OPERATIONS FACILITY, 626 LINDEN STREET, FOR TESTING A MINIMUM OF 3 WEEKS PRIOR TO THE INSTALLATION AT THE INTERSECTION. CONTACT THE TRAFFIC OPERATIONS DEPARTMENT AT LEAST 2 WORKING DAYS PRIOR TO THE DELIVERY OF THE EQUIPMENT. THE CONTRACTOR SHALL PICK UP AND TRANSPORT THE CONTROLLER CABINET FROM THE CITY OF FORT COLLINS TRAFFIC OPERATIONS FACILITY TO THE INTERSECTION AFTER THE CITY OF FORT COLLINS STAFF HAS TESTED THE EQUIPMENT AND APPROVED IT FOR INSTALLATION. CITY STANDARD FIBER/ETHERNET SWITCH AND COMPLETE WIRING IS REQUIRED. GTT OPTICOM FIRE PREEMPTION SYSTEM COMPLETE WITH DETECTORS, WIRING, AND CARD IN THE CABINET IS REQUIRED. TRAFFIC SIGNAL POLES SHALL MEET CDOT S-614-40A OR S-614-40 SPECIFICATIONS AND MANUFACTURER MUST BE PRE-APPROVED BY THE CDOT BRIDGE DIVISION. SIGNAL HEADS SHALL BE YELLOW, WITH 4” BACKPLATES (FOR OVERHEAD SIGNALS). OVERHEAD SIGNALS SHALL BE MOUNTED USING SKYBRACKETS (OR APPROVED EQUIVALENT) OVER THE CENTER OF EACH LANE WITH THE HEAD CENTERED VERTICALLY ON THE ARM. SIGNAL HEADS INSTALLED ON THE SIDE OF POLE SHALL BE MOUNTED USING PELCO UNIVERSAL SIDE-OF-POLE ASSEMBLIES (OR APPROVED EQUIVALENT). SIGNAL POLES SHALL NOT BE INSTALLED UNLESS CONCRETE TESTING SHOWS THE SEVEN DAY PREDICTED STRENGTH HAS BEEN MET. ALL VEHICLE AND PEDESTRIAN INDICATIONS SHALL BE LED. THE CONTRACTOR SHALL COMPLETELY COVER ALL NEWLY INSTALLED VEHICULAR AND/OR PEDESTRIAN TRAFFIC SIGNAL HEADS UNTIL THE FINAL INSPECTION AND ACCEPTANCE BY THE TRAFFIC ENGINEER OR APPROVED REPRESENTATIVE. DURING CONSTRUCTION, THE TRAFFIC SIGNAL WILL BE DE-ENGERGIZED WHILE NOT IN USE FOR TESTING. THE TRAFFIC SIGNAL OPERATION AT EXISTING SIGNALIZED INTERSECTIONS SHALL BE MAINTAINED THROUGHOUT THE DURATION OF THE PROJECT. ALL STRIPING AND PAVEMENT MARKINGS SHALL BE IN PLACE PRIOR TO THE ACTIVATION OF THE TRAFFIC SIGNAL. ANY EXCEPTIONS SHALL BE APPROVED BY THE TRAFFIC ENGINEER. THE CONTRACTOR SHALL CAREFULLY DISASSEMBLE AND SALVAGE ALL EXISTING TRAFFIC SIGNAL AND STREET LIGHTING EQUIPMENT THAT IS NOT TO REMAIN OR BE RESET. ALL EQUIPMENT SHALL BE RETURNED TO THE CITY OF FORT COLLINS TRAFFIC OPERATIONS FACILITY, 626 LINDEN STREET. THE EQUIPMENT SHALL BE UNLOADED BY THE CONTRACTOR. CONTACT THE CITY OF FORT COLLINS TRAFFIC OPERATIONS DEPARTMENT (970-221-6630) AT LEAST 2 WORKING DAYS PRIOR TO RETURNING THE EQUIPMENT.
