DELICH Mars Landing, August 2019 ASSOCIATES Mars Drive is classified as a local street, north of Skyway Drive, and as a future collector street, between Skyway Drive and Trilby Road, on the Fort Collins Master Street Plan. At the Skyway/Mars intersection, Mars Drive has all northbound and southbound movements combined into single lanes. The Skyway/Mars intersection has stop sign control on Mars Drive. The existing speed limit on Mars Drive is 20 mph. There are no sidewalks along the north leg of Mars Drive. On the Fort Collins Master Street Plan, Mars Drive is shown as a future collector street between Skyway Drive and Trilby Road. The continuation of Mars Drive would occur with future development to the south. A self-storage building (6020 S. College Avenue) has been built and has been active for several months. Mars Drive has been built for approximately 600 feet south of Skyway Drive. It is approximately 50 feet wide (currently no striping). South of Skyway Drive, Mars Drive is classified as a collector street. Existing Traffic/Operation The peak hour traffic at the US287/Skyway and Skyway/Mars intersections is shown in Figure 4. Traffic counts at the US287/Skyway intersection were obtained in June 2018 by the City of Fort Collins. Traffic counts at the Skyway/Mars intersection were obtained in July 2019. Raw traffic count data is provided in Appendix B. Since the counts were collected on different days, the volumes at the US287/Skyway and Skyway/Mars intersections were averaged/balanced and are shown in Figure 5. The June 2018 counts at the US287/Skyway intersection were compared to traffic counts that were obtained in 2015. Traffic on US287 and the west leg of Skyway Drive have not changed significantly over the past three years. Using the volumes shown in Figure 5, the current peak hour operation at the US287/Skyway and Skyway/Mars intersections is shown in Table 1. Calculation forms for these analyses are provided in Appendix C. The key intersections were analyzed using the signalized and unsignalized intersection techniques from the 2016 Highway Capacity Manual, 6th Edition (2016 HCM). A description of level of service for signalized and unsignalized intersections from the 2016 HCM is provided in Appendix C. Table 4- 3 showing the Fort Collins Motor Vehicle LOS Standards (Intersections) is also provided in Appendix C. Acceptable overall operation at signalized intersections during the peak hours is defined as level of service D or better. At signalized intersections, acceptable operation of any leg and any movement is level of service E. At unsignalized intersections, acceptable operation during the peak hours is defined as level of service D overall and level of service F for any approach leg for an arterial/collector, arterial/ local, collector/local, and local/local intersection. As can be seen in Table 1, the US287/ Skyway and Skyway/Mars intersections currently meet the Fort Collins operational criteria are with existing control and geometry. Trip Generation/Trip Distribution/Trip Assignment Trip Generation, 10th Edition, ITE was used to estimate the daily and peak hour trip generation for the Mars Landing development. From this reference, the rates for Low Rise Multi-Family Housing (Code 221) were used to estimate the daily and peak DELICH Mars Landing, August 2019 ASSOCIATES hour trip generation as shown in Table 2. The trip generation resulted in 490 daily trip ends, 32 morning peak hour trip ends, and 40 afternoon peak hour trip ends. The trip distribution for the Mars Landing development is shown in Figure 6. Figure 7 shows the site generated peak hour traffic at the US287/Skyway and Skyway/Mars intersections. Background/Total Traffic Projections Background traffic projections for the short range (2024) future horizon were obtained by factoring the recent traffic volumes on US287 using the CDOT 20-year growth factor of 1.18 or 0.88 percent per year. The recent traffic volumes on Skyway Drive and Mars Drive were factored at a rate of two percent per year. Figure 8 shows the short range (2024) background peak hour traffic at the US287/Skyway and Skyway/ Mars intersections. The traffic volumes generated by the proposed Mars Landing were added to the background traffic volumes to produce the total traffic volume forecasts. Figure 9 shows the short range (2024) total peak hour traffic at the US287/Skyway and Skyway/Mars intersections. Operation Analysis Table 3 shows the short range (2024) background morning and afternoon peak hour operation at the US287/Skyway and Skyway/Mars intersections. The US287/ Skyway and Skyway/Mars intersections will meet the Fort Collins operational criteria with existing control and geometry. Calculation forms for these analyses are provided in Appendix D. Table 4 shows the short range (2024) total morning and afternoon peak hour operation at the US287/Skyway and Skyway/Mars intersections. Geometry No additional auxiliary lanes will be required at the US287/Skyway and Skyway/ Mars intersections. As noted earlier, the Skyway Drive approaches at US287 have all movements combined in single lanes. However, it was noted that the right-turning vehicles often bypass the left-turning/through vehicles. On the west leg of Skyway Drive, the curb/gutter on the south side has recently been constructed. It is doubtful that this will be changed to provide a separate right-turn lane in the foreseeable future. The current operation meets the Fort Collins operational criteria. This segment of US287 is within the area addressed in the “South College Avenue (US287) Access Control Plan” (SCAACP). The SCAACP shows the extension of Mars Drive between Skyway Drive and Trilby Road. DELICH Mars Landing, August 2019 ASSOCIATES The SCAACP shows limited-turn access to/from US287, south of Skyway Drive. This property does not extend to the limited-turn access. It is expected that future developments will extend Mars Drive to the south and build the appropriate limited-turn access to/from US287. Pedestrian/Bicycle Level of Service There are no sidewalks along US287, the north leg of Mars Drive, or along the north side of Skyway Drive. Sidewalks do exist along the south side of Skyway Drive and the east side of the south leg of Mars Drive. Appendix F shows a map of the area that is within 1320 feet of the Mars Landing site. As shown in Appendix F, four potential pedestrian destinations within 1320 feet of the Mars Landing site were identified: 1) the commercial uses along the east side of US287 to the east of the site; 2) the commercial uses along the west side of US287 to the northeast of the site; 3) the existing residential neighborhood to the north of the site; and 4) the existing residential neighborhood to the west and southwest of the site. Appendix F contains a graphic depicting the pedestrian influence area and these five pedestrian destinations. A pedestrian level of service worksheet is also provided in Appendix F. The minimum level of service for “Commercial Corridor” is B for all categories, except for “Street Crossings,” which is level of service C. • Directness – The distance ratio to all pedestrian destinations is less than 1.2 (LOS B) • Continuity – The continuity to pedestrian destinations 1, 2, and 3 is at LOS D & E, since there are no sidewalks along the north side of Skyway Drive or along US287. The continuity to pedestrian destination 4 will be acceptable at LOS B, since there is a direct connection of the sidewalk system along the south side of Skyway Drive. • Street Crossings – The street crossings to pedestrian destination 1 is acceptable at LOS C, since there is an existing signal with crosswalk at the US287/Skyway intersection. The street crossings to pedestrian destination 4 is acceptable at LOS B, since this neighborhood is adjacent to Mars Landing and will require only crossing local and collector streets. The street crossings to pedestrian destinations 2 and 3 would use the Analysis for Pedestrian Treatments process. However, the number of pedestrian to these two destinations will not be significant. • Visual Interest and Amenity – The visual interest and amenity to pedestrian destination 4 is acceptable at LOS B, since most of the sidewalks have some landscaped parkways and a residential neighborhood character. The visual interest and amenity to pedestrian destinations 1, 2, and 3 is at LOS D, since there is no sidewalk to these areas. • Security – The security to pedestrian destination 4 is acceptable at LOS B, since most of the sidewalks are adjacent to residential uses and the area has a residential neighborhood character. The security to pedestrian destinations 1, 2, and 3 is at LOS E, since there is no sidewalk to these areas. DELICH Mars Landing, August 2019 ASSOCIATES The Pedestrian LOS will not be achieved in the short range (2024) future, due to the rural nature of the area. Currently, there is a lack of sidewalks in the area, since most of the land was previously in Larimer County and some is undeveloped. In existing residential neighborhoods, the absence of sidewalks may be "by choice" of the area residents. There will be pedestrian facilities (sidewalks) on all streets within and adjacent to Mars Landing. As this area becomes more urban in the future, it is expected that there will be sidewalks along the existing and future streets. There are bicycle lanes (shoulders) along US287. There are no designated bicycle lanes along Skyway Drive. However, there is enough width in Skyway Drive that bicycles can operate safely. Local streets are not required to have bicycle lanes. The base level of service is B for the bicycle destinations. It is concluded that level of service B is achieved. Transit Level of Service Currently, this area is served by the Transfort Flex Route along US287. The transit service is acceptable. There is a bus stop south of Skyway Drive. Conclusions It is concluded that the US287/Skyway and Skyway/Mars intersections will meet the Fort Collins operational criteria with existing control and geometry. The traffic impact will be very small. It is respectfully requested that no further transportation analyses related to the proposed development of the Mars Landing be required at this time.
