HomeMy WebLinkAbout2908 S TIMBERLINE RD MULTI-FAMILY DWELLINGS - PDP210011 - SUBMITTAL DOCUMENTS - ROUND 3 - ALTERNATIVE COMPLIANCE REQUEST 244 North College Ave, #130 I Fort Collins, CO 80524 www.norris-design.com October 6, 2021 City of Fort Collins Mr. Jason Holland 281 N College Avenue Fort Collins, Colorado 80524 Re: 29098 Timberline Multi-Family – Alternative Compliance Request Dear Jason, On behalf of the applicant, please consider this letter our formal request for alternative compliance for the following standard: • Section 3.2.1.(D)(1)(c) "full tree stocking" shall be required in all landscape areas within fifty (50) feet of any building or structure as further described below. Landscape areas shall be provided in adequate numbers, locations and dimensions to allow full tree stocking to occur along all high use or high visibility sides of any building or structure. Such landscape areas shall extend at least seven (7) feet from any building or structure wall and contain at least fifty-five (55) square feet of nonpaved ground area, except that any planting cutouts in walkways shall contain at least sixteen (16) square feet. Planting cutouts, planters or other landscape areas for tree planting shall be provided within any walkway that is twelve (12) feet or greater in width adjoining a vehicle use area that is not covered with an overhead fixture or canopy that would prevent growth and maturity. Full tree stocking shall mean formal or informal groupings of trees planted according to the spacing dimensions of 30-40’ for canopy shade trees. Per section 3.2.1(N) of the City of Fort Collins Land Use Code, the decision maker may approve an alternative landscape and tree protection plan that may be substituted in whole or in part for a landscape plan meeting the standards of this Section. 1. The plan as submitted will accomplish the purpose of the standard for which the alternative compliance is requested equally well or better than would a plan which complies with the standard Response: While we believe we meet this standard generally throughout the project, Staff has identified deficiencies is areas where buildings are adjacent to parking. These areas have proven difficult to meet this standard primarily due to a PFA requirement for adjacency to buildings no less than 15’ and no greater than 30’. To mitigate this, parking islands have been added to the fronts of each building to provide additional planting area for trees. These additional trees provide the required spacing and overall tree stocking requirements around each building. We appreciate your review and careful consideration of this request.
