Box 520065 Salt Lake City, Utah 84152-0065 Dear Paul: I have received the following comments on the site plan submitted by your office for property located at Red Cedar and Conifer, in Evergreen Park: 1. The construction of Red Cedar Circle, along the site's frontage, must be completed prior to issuance of a certificate of occupancy for the proposed building. 2. A 4' wide sidewalk must be constructed along all of the site's frontage where walk does not presently exist. The walk may be attached to the curb on Blue Spruce and Red Cedar Circle. Walks should be detached from the curb on Conifer by a 4-1/2' minimum. Coordination with Engineering is encouraged to avoid conflicts with existing (or proposed) utilities. 3. Driveway designs must mee+ City standards and can be coordinated with Engineering. 4. The street oversizing fee will be required at the issuance of a Building Permit. Matt Baker, Engineering Services (221-6605), can provide specific figures regarding this fee. `4- 5. The site is located in _the path of the proposed Fort Collins Express- way/Parkway (see attached sketch). The Parkway is a seven to eight mile State highway designed to provide a significant improvement in the transporta- tion network serving the Fort Collins urban area now. and into the future. This facility has been discussed by the Department of Highways since 1966. In 1977, the Colorado Department of Highways completed an. environmental impact 300 LaPorte Avenue • P.O. Box 580 • Fort Collins, CO 80522-0580 • (303) 221-6750 study for an alignment for the Parkway. Changes in the City's transportation system and the urban growth area have necessitated a supplement to that environmental impact statement. The Colorado Pcpartment of Highways is nearing completion of the supplemental EIS. A re ommendation on a preferred alignment for the Parkway east of College Avenuhas not come forward at this time. Later in 1988, the Highway Department will present a draft EIS which will have a preferred alignment for the eastern section (College Avenue cast to I-25) of the Parkway. Prior to the statesdecision on a preferred alignment, the City will make a recommendation as to which alternative best serves the needs of the City now and in the future. It is anticipated that the City recommendation will be made sometime this summer. The alignment for the proposed Parkway west of College Avenue has been determined; thus, it is reasonable to presume that the crossing and alignment at the east side of College Avenue would not alter significantly (even though the route farther east is as yet undetermined) and that there would be some impact on this site. As I indicated in our telephone conversation of this morning, I will be organizing a meeting with the appropriate city staff to further discuss the implications of the proposed Parkway on this site and to work towards policy direction on this matter. I will keep you informed as to our progress. 6. Minimum lot size requirements in the I-L zone are two times the total floor area of the building. 7. A 50' landscape buffer is required along Conifer, a collector street. Additional landscaping should be provided in this area. 8. A minimum of 6%. of the interior of the parking and vehicular use areas (drives) must be in landscaped islands. 9. Islands and landscape aisles in the large parking area along Red Cedar need to be wide enough to accommodate proposed landscaping. 10. Bicycle, ipotorcycle and handicapped parking must be provided. 11. The height and proposed materials of the wareyard screening needs to be indicated. Barbed wire is not permitted in the I-L zZne. 12. Individual parking spaces need to be shown and typical dimensions indicated. 13. A detailed landscape plan must be submitted with the- site plan. 14. Architectural elevations noting the proposed building_ height and materials should be submittedZith the site plan. 15. Two-way aisle widths between parking areas,. should be 24' wide. I have also enclosed information regarding the submittal requirements for the I-L Site Plan Review, the parking lot development guide, and information regarding site plan requirements and traffic impact study guidelines.
