On November 10, 1988, the City of Fort Collins Planning and Zoning Board recommended to the City Council a resolution and plat, under Section 31-23-220 CRS, to reserve Lots 7, 8, 9, 10, 11, and 12 of Evergreen Park (Bessett Property). The purpose of the reservation was to preserve right-of-way in an approved section of the Fort Collins Expressway. The acreage involved was 5.34 acres. The Fort Collins City Council, on November 15, 1988, voted (4-3) to defeat the Board's recommendation and plat. The property in question is zoned I-L, Limited Industrial. The district requires that a site plan be reviewed and approved by the Director of Planning prior to the issuance of a building permit. After submittal of the I-L application to the Planning Department, a decision is made within three weeks. During this period, a plan will be reviewed to see if it meets City standards and require- ments.
