Dear Mr. Antonio:
This letter is to clarify the status of the proposed office building for the Fish
and Wildlife Service to be located on Lots 1,2,3, and 4 of the Golden Meadows
Business Park in Fort Collins.
The site is zoned I-P, Industrial Park. According to the Zoning Code of the Cite
of Fort Collins, offices are a permitted use in the I-P zone.
For this project to receive final approval from the City of Fort Collins, it must
be reviewed through the I-P Site Plan Review Process. This process takes approxi-
mately three weeks.
The project has been reviewed on a conceptual level by the City of Fort Collins
Conceptual Review Team on September 26, 1988. During this conceptual review,
the City identified certain conditions that have to be met before final approval
would be granted. Should the conditions of approval be met to the full satisfact-
ion of the Planning Department and the affected City agencies and outside utility
providers, then, upon receipt of all proper fees and documentation, the proposal
would accepted by the City as a final plan. It is the City of Fort Collins,
Department of Planning position that the following conditions must be met prior
to final approval:
The applicant shall submit a traffic impact analysis identifying the trip
generation and associated traffic impacts on adjacent public streets. Any
public improvements necessitated by the impacts identified by the traffic
impact analysis must be constructed as part of the proposed project. Such an
analysis shall also include a vicinity map and analysis of nearby planned or
existing curb cuts in the Golden Meadows Business Park.
2. The applicant
shall submit
a drainage report and a drainage and grading plan
that meets the
submittal requirements of
the City of Fort Collins Stormwater
Utility. Such
report shall
refer to the master drainage study that has been
done for the
subdivision.
The findings
of the report shall conform to the
parameters of
the master
drainage study
and address the impacts associated
with the proposed project.

3. The applicant shall agree to construct any public improvements (street,
sidewalk, curb, gutter, handicap ramps) that are adjacent to the subject
property and are not yet constructed. The applicant shall agree to construct
said improvements by way of a Development Agreement that shall be executed
prior to final approval of the Site Plan Review.
4. The applicant shall agree to develop the site in such a manner that meets or
exceeds the Zoning Code for setbacks, height, bulk, area, landscape, and
parking requirements.
5. The applicant shall agree to pay all associated fees of development that will
be payable at the time of building permit. Such fees include the Street
Oversizing fee, Water and Sewer Tap fees, Water and Sewer Plant Investment
fees, Storm Drainage Basin fee, and sales tax. The applicant further agrees to
pay the negotiated development cost to the City of Fort Collins Light and
Power Department at a time independent of building permit issuance.
6. The applicant shall agree to design and construct all drive way cuts in such a
manner to include curb returns of a minimum 15 foot radius.
7. The applicant shall agree that all signage will conform to the City of Fort
Collins Sign Code.
In summary, it is the determination of the Planning Department that the proposed
project on Lots 1,2,3, and 4 of the Golden Meadows Business Park is in confor-
mance with the I-P zone district and would not have to go through the planned
unit development process. The only review process is the I-P Site Plan Review
process which results in final approval. There is no "preliminary process", only
mandatory conceptual review. Based on the conceptual review meeting of Septem-
bcr 26, 1988, the conditions listed above would have to be met before final
approval would be granted through the I-L Site Plan Review process. If the
above conditions are met to the satisfaction of the City of Fort Collins, and all
fees are paid, appropriate documents are provided, and all design guidelines as
specified in the Zoning Code and other policy documents, then the project would
receive final approval through the I-P Site Plan Review process.
