For your information, attached is a copy of the Staff's comments concerning
G.S.A. Office at Lots 1, 2, 3, and 4 of Golden Meadows Business Park, which
was presented before the Conceptual Review Team on September 26, 1988.
The comments are offered informally by Staff to assist you in preparing the
detailed components of the project application. Modifications and additions to
these comments may be made at the time of formal review of this project.

CONCEPTUAL REVIEW STAFF COMMENTS
MEETING DATE: September 26, 1988
ITEM: G.S.A. Office at Lots 1,2,3, and 4 of Golden Meadows Business Park
APPLICANT: Bill Webb, 950 Wadsworth, Suite 201, Lakewood, CO. 80215
LAND USE DATA: 2.28 acres, zoned I-P, proposed 39,230 square foot office
for the Fish and Wildlife Service, located at McMurray and Tech, approximately
one half mile north of Harmony Road.
COMMENTS:
1. The City Light and Power Department has three phase power in Tech. There
is also a 4 inch conduit stubbed to the south property line. It is suggested
that the transformer be located on the south side of the building. The
transformer may be surrounded on three sides by landscaping but one side
must be accessible by a boom truck.
2. There are existing water and sewer mains in McMurray and service stubs to
the property. If the 3/4 inch service stubs are paid for, and 1 inch service
is required, it may be you would only pay the difference in size. The fire
line would need to be a separate line all the way back to the main. No fees
would be associated with this line.
3. The Golden Meadows Business Park has been master planned for drainage
with a detention pond. The proposed project would have to conform to this
master plan. The project would require a drainage report along with a
drainage and grading plan. It may be that onsite detention would be
required.
4. The ends of each parking row must be defined with a landscaped island. Add
a sign designating "Employee Parking" for the smaller parking spaces. Have
you considered changing the 19 foot long parking stalls to 17 feet with two
foot overhang onto a 6 foot sidewalk or landscaped area? This will add
landscaped area or sidewalk area and save on providing wheel stops. Please
designate motorcycle parking. It is suggested that motorcycle parking be
treated with concrete rather than asphalt for accommodating heavier bikes in
the hot weather.
5. The south property7-tne should be treated with trees at a minimum spacing of
one tree per 75 lineal feet.
6. It is suggested that a prc-construction conference with the Poudre Fire
Authority Fire Marshal take place to discuss construction techniques and
materials.
7. A traffic impact analysis will be required. The consultant should contact Mr.
Rick Ensdorff at 221-6608 to make sure the correct issues are examined. It
is not anticipated that the traffic impact analysis would be extensive. Please
discuss impacts on McMurray and the impacts on the McMurray and
Harmony Road intersection.
8. A vicinity map should be included showing the location of existing curb cuts
on Tech and McMurray. The proposed curb cuts will be reviewed to make
sure that they will align with future cuts and not severely impact vacant
parcels.
9. The curb cut on McMurray should be widened beyond 25 feet in order to
make it the priority entrance. Also, the cut should be treated with curb
returns with a minimum of 15 foot radius to facilitate traffic movements.
10. The curb cut for the service drive should not be made a priority and should
not encourage entry by the general public.
11. Since the property is already platted, it will not be necessary to provide a
new plat. However, if any new casements have to be dedicated, they must
be dedicated by separate deed and accepted by City Council.
12. Please verify that a sidewalk is constructed on Tech Drive. If not, then it
must be constructed with this proposal.
13. All public sidewalks must have a handicap ramp at the intersections.
14. Please check with Mr. Matt Baker, Street Ovcrsizing Coordinator, at 221-6605
to verify the amount of street oversizing fee that may be due. If the
proposal is considered "industrial", the fee is $7,500 per acre. If the
proposal is considered "commercial" then the fee is $15,000 per acre.
15. The parking lot interior must be treated with a minimum of 6% landscaping.
