BUILDING - I-P SITE PLAN REVIEW - 98-88 - CORRESPONDENCE - RESPONSE TO CITIZEN, Development Services • Planning Department October 13, 1989 Mr. Kevin Allen President, Golden Meadows Homeowner's Association 1424 Salem Street Fort Collins, CO 80525 Dear Mr. Allen: During the planning and construction of the U.S. Fish and Wildlife Service building, located at 4512 McMurray Avenue, the Planning Department has worked closely with Empire Development, General Services Administration, and the Golden Meadows Homeowner's Association to achieve a quality structure that pro- motes the values of the neighborhood. One of the issues that has received most of our attention is the cyclone fence that secures the "wareyard" on the north- east corner of the building. While the Planning Staff lobbied diligently with both Mr. Floyd Sack of Empire Development and Sybil Winfield of the G.S.A., we were unsuccessful in getting the wareyard screened with a solid material. Currently, the Zoning Code does not require outdoor storage areas to be screened in the I-P, Industrial Park zone district. Since the project was processed as a use by right versus a Planned Unit Development, the Staff was unable to require site design elements that exceed the Zoning Code. The Planning Staff was disappointed with the lack of cooperation from Empire Development and G.S.A. but, in the end, we had no justification for withholding a certificate of occupancy. It may be a small consolation but the amount of landscaping placed along McMurray Avenue and Monte Carlo Drive exceeded the quantities indicated on the approved landscape plan. For instance, the original plan called for only five deciduous and six evergreens along McMurray, and the actual installation is nine deciduous and 13 evergreens plus a shrub bed on the corner. Similarly, along Monte Carlo, the original plan called for 4 deciduous and 6 evergreens and the actual installation is 6 deciduous and 10 evergreens. The Planning Department appreciates your input and assistance on this project. Hopefully, the Fish and Wildlife Service will be good neighbors and keep the project well maintained. Please keep us informed of any issue that may arise as we depend on the neighborhoods to be our "eyes and ears" on the development community.
