government office building located in Golden
Me adows
Empire Development Company has proposed a govern-
ment office use on a parcel located at the McMurray/
Monte Carlo intersection in the Golden Meadows Develop-
ment in Fort Collins, Colorado. This parcel totals 2.3
acres.. The expected trip generation from the use
proposed on this parcel is shovin in Table 1. To the
best of my knovil edge, no prey i ous traff i c study vias
performed for the Golden Meadot,is. Development. There
currently exists a. feu office/light industrial uses on
the east side of the Golden Pleadok: is Development. These
uses gain primary access from Harmony Road via either
McMurray Avenue or Innovation Drive.

The purpose of this report was to evaluate the
dr i vetmay locations with respect to the P1cMurray Avenue/
Monte Carla Street intersection. Since no traffic study
currently exists for Golden Pleadotkvs, traffic data
developed for another similiar development vias used to
synthesize the peal: hour traffic and turning movements
at this intersection. The site plan (Figure 1) proposes
three accesses to public streets: one on McMurray
Avenue and tUlo on I°ton to Carlo Street. Other traffic
reports/memoranda indicate the need for center left -turn
lanes at the Mctlurray/Ilon to Carlo intersection. Based
upon these other studies, the left -turn lane require-
ments at this intersection as they affect this plan are:
westbound on Monte Carla, 70-90 feet plus taper and
northbound on McMurray Avenue, 100 feet plus taper.
City of Fort Col 1 i n_. Design Criteria and Standards for
Street_., ,July 1986 indicates that the taper on a
collector street (design speed 40 mph) should be 144
feet for a. 12 foot left -turn lane. It is essential that
the driveway accesses to this =. i te, as well as other
expected adjacent development, not be so close to the
McMurray: Hon to Carlo intersection that the left -turn
lane requirements at the public street intersections are
decreased. It is expected that Monte Carlo wi 1 1 be
extended to the west as indicated in Figure 1.
The two driveways on Monte Carlo are 50 feet apart.
This is in excess of the Curb Out Standards for business
or commercial lots for the City of Fort Col 1 i ns. The
easternmost driveway will not likely be used extensively
and wi 1 l primarily be a. service access. The property to
the north across Monte Carlo Street should be encouraged
to i locate their driveway as indicated in Figure 1.
The cross section for Monte Carlo Street will have
a. 12 foot center turn lane and one 12 foot travel lane
in each direction. It is recommended that the center
turn lane be striped as a two-way left -turn lane between
public street intersections, with provision for the
required public street_ turn lanes as indicated in the
previous. paragraph. This will remove left -turning
vehicles from the through lanes on Monte Carla Street.
The cross section for McMurray is shown on avail-
able site plans as 60 feet curb to curb. This width
wi 1 1 be necessary near the Harmony/McMurray intersection
to accommodate the necessary turn lanes when signaliza-
t i on occurs and other parcels in Golden Meadows are
developed. However, near this. site, McMurray should
have a center turn lane and one through lane in each
direction. This will use 36-59 feet of street width,
depending upon the width of each lane. The remaining
street can be used for bike lanes and/or on -street
parking. Critical to the location of the site access to
McMurray is the length of the left -turn lane required
for southbound McMurra:, at Harmony Road. There is
a.ppr•+oxima.tely, 870' between the access to this site and
Harmony Road. Allowing for 120 feet of taper, this
distance wi 1 1 provide storage for 180-240 1 of t-turning
vehicles in one hour. Based upon traffic projections
from comparable developments, it is not 1 i kel y that this
left -turn volume wi 1 1 be reached. it is concluded,
therefore, that the location of the McMurray access is
at a reasonable location.
Operation at the access driveways will be
acceptable. Right and left turns wi 1 1 be in a. shared

exit lane. The operation of the turning movements is
controlled by the volumes on McMurray Avenue and Plante
Carlo Street. Any delays which might be experienced by
left -turning exits from the site wi 1 1 not affect the
operation of the public streets.
It is concluded that the proposed use on this site
is consistent with expected land uses in this type of
development. Driveway locations are such that there is
room for adequate geometrics at the public street
intersections.
