RE: State Highway Annexations
Dear Mr. Jacobson:
The City of Fort Collins would like to annex two parcels of land owned by
the Department of Highways. The subject properties are described below:
,,.—P-A-R—eft 1: 89.1 acres of 1-25 Right of Way located between County Road 48
and County Road 52.
—P-AR-GEL 2: 7.29 acres of State Highway 14 Right of Way adjacent to the
existing City Limit, cast of Wastewater Treatment Plant No. 1.
The City would like to annex these properties in order to plan
long term capital improvements. This action is not being taken
for the sole purpose of acquiring jurisdiction over private
property. Our office has prepared the petition packages accord-
ing to your Procedural Directive No. 1303.1 dealing with annexa-
tion of Department land to a city or town. Additional informa-
tion required by the District is summarized below for each
property.

(a) The Department of Highways will not be subject to taxes or assessments by
special improvement districts.
(b) Water and sewer is presently available through the East Larimcr Water
District and the Boxeldcr Sanitation District.

(c) The City of Fort Collins shall be the issuing authority on access matters.
The Department of Highways would review access proposals and issue the
required Access Permits to the City. All access considerations shall be
resolved pursuant to Section 42-2-147(5)(a), C.R.S., and the State Highway
Access Code 2 CCR 601-1.
(d) The State shall assume the primary responsibility for traffic law enforce-
ment, and accident investigations within the annexed area.
PARCEL 2:
(a) The Department of Highways will not be subject to taxes or assessments by
special improvement districts.
(b) Water service is presently available through East Larimer Water District and
No. Co Water Conservancy District. The property is not in a Wastewater
District.
(c) The City of Fort Collins shall be the issuing authority on access matters.
The Department of Highways would review access proposals and issue the
required Access Permits to the City. All access considerations shall be
resolved pursuant to Section 42-2-147(5)(a), C.R.S., and the State Highway
Access Code 2 CCR 601-1.
(d) The City shall assume the responsibility for all traffic law enforcement
within the annexed area.
