Box 850 Greeley, CO 80632 RE: State Highway Annexations Dear Mr. Jacobson: The City of Fort Collins would like to annex a parcel of land owned by the State Department of Highways. The property is 3.3525 acres of Highway 14 right of way contiguous to existing city limits located southwest of the Poudre River. The proposed annexation is known as Highway 14 East Second Annexa- tion. It is the city's policy to annex properties within the Urban Growth Area when they become eligible for annexation. Having these properties under the city's jurisdiction makes it easier to plan long term capital improvements and also insures that new development will be designed to meet city standards. The fact that this parcel is located within the Poudre River Corridor makes it especially important. The Poudre River Corridor is currently being studied to determine the feasibility of designating it as a National Recreation Area. Whether the area is designated as an NRA or not, the planning process will be simplified it' properties along the Poudre River that are contiguous to existing urban development are annexed. This action is not being taken for the sole purpose of acquiring jurisdiction over private property. Our office has prepared the petition package according to your Procedural Directive No. 1303.1 dealing with annexation of Department land to a city or town. Additional information required by the District is summarized below. (a) The Department of Highways will not be subject to taxes or assessments by special improvement districts. (b) Water and sewer is presently available through the East Larimer Water District and the Boxelder Sanitation District. (c) The City of Fort Collins shall be the issuing authority on access matters. The Department of Highways would review access pro- posals and issue the required Access Permits to the City. All access considerations shall be resolved pursuant to Section 42-2-147(5)(a), C.R.S., and the State Highway Access Code 2 CCR 601-1. 300 LaPorte Avenue • P.O.
