As you may be aware, we are experiencing staff shortages in a number of key departments, which has begun to impact the timeliness of our reviews. We recognize that development and construction play a critical role in our community’s vibrancy and economic recovery, and we have been exploring options for mitigating impacts to our customers. As a result, we will be making some temporary service level adjustments.Currently, one additional week of review time will be added to all 1st and 2nd round submittals (increase from 3 weeks to 4 weeks). Lengths of subsequent rounds of review will be considered after each round of review. Also, Completeness Checks will be performed on all initial and Round 2 submittals during this time. Can the light be lowered onetwo feet to mitigate for this? This is a minor issue, but let's discuss further so that a full rerun of the study isn't needed.RMS Response: If the pole was lowered it would affect the lighting on the parking stalls to the north, the lighting intensity would become greater near the bike sheds, rather than the parking stalls, making it less uniform. If it is, you will need to propose a way to get the drainage to the street without a point source discharge across the walk.Highland response: For alleys with side drainage, LCUASS allows drainage to gross the walk with amaximum of 0.5 cfs in a 2-year storm. We added a drainage basin (Basin OS-2) to analyze the total flowacross the sidewalk, and determined the flow to be 0.28 cfs in a 2-year storm. For reference, we emailedSpencer on 8/30 to confirm this criteria. Engineering is okay with the relocation of the water service, meter and curb stop per Dan's redlines. If this is shifted, I think you may be able to straighten out the fire service to get the proposed bends out of the ROW and easement. Take a look and we can discuss if necessary.Highland response: The water service, meter and curb stop has been relocated to the suggested alignment(eliminating all bends/curves), however, the Fire service will need to require bends to connect the maintapping location with the fire riser room. The tapping location is constrained in part by the existing tee(north) on the main, as well as the desire to keep separation between the proposed fire service and theexisting gas line (west of fire service) in order to prevent conflicts; which limits the fire tap to a location eastof the existing tee. A copy of those requirements can be found at www.fcgov.com/erosionThe City Manager’s development review fee schedule under City Code 7.52 was updated to include fees for Erosion Control and Stormwater Inspections. As of January 1st, 2021, these fees will be collected on all projects for such inspections.  The Erosion Control fees are based on; the number of lots, the total site disturbance, the estimated number of years the project will be active and the Stormwater Inspection Fees are based on the number of LID/WQ Features that are designed for on this project. Based on the proposed site construction associated with this project we are assuming 1 lots, 0.22 acres of disturbance, 1 years from demo through build out of construction and an additional 3 years till full vegetative stabilization due to seeding. Which results in an Erosion Control Fee estimate of $1116.04.Based on no number of porous pavers, no bioretention/level spreaders, no extended detention basins, and 1 underground treatment, the estimate of the Stormwater LID/WQ Inspection fee is $415.Please note that as the plans and any subsequent review modifications of the abovementioned values change the fees may need to be modified. I have provided a copy of the spreadsheet used to arrive at these estimates for you to review.The fee will need to be provided at the time of erosion control escrow.Highland response: Acknowledged.
