Today I received a copy of an "Electric Service Information"
letter that was mailed to residences in your area by the City of
Fort Collins Light and Power Department. In this "Information"
letter, the City purports to compare its electric rate with ours.
Just so there is no misunderstanding, I am enclosing a copy of the
City's rate schedules for residential service and residential
demand, effective January 1, 1989, and Poudre Valley REA's resi-
dential rate to become effective April 1, 1989.
Unless you have, or plan to install a load demand controller
(average installation cost $1,000 to $1,200), you should compare
the City's residential rate to Poudre Valley's residential rate.
You must also add an additional 2.75% sales tax to your figures
for the City. Finally, for a more exact comparison of energy
costs, you need to figure that about 7.5% of your payments to
Poudre Valley accrues in a capital credit account and is paid back
to you on a ten-year cycle.
As an example, to figure a bill on the City's residential rate for
1200 kilowatt hours per month:

The final rate issue you need to consider is, "what direction are
rates headed?" The City will have to speak for itself. However,
Poudre Valley is lowering its rates this April for the third
consecutive year. Our long-range forecast regarding rates calls
for steady and continued declining rates for several more years.
Traditionally, annexations take place because a city can offer
services that are difficult or impossible to obtain from other
sources. Typically, these services may include water, sewer, gas
and electric utilities, street lighting, better road maintenance,
and fire and police protection. If you are already adequately
receiving these services at a fair price, why consent to annexa-
tion?
There would be a substantial cost to you for just residing within
the City limits: You would be charged an additional 2.75% sales
tax on the next vehicle you purchase, on all materials delivered
to your home (including all appliances and furniture), and home
additions or repair items; your property taxes would increase
approximately 12%; your other utility services would also in-
crease, i.e., for telephone service you would pay the additional
sales tax, and for gas service you would pay an additional fran-
chise fee, etc. If the City requires installation of street
lights and sidewalks, you may have an additional special improve-
ment tax to pay.
I have always felt that because Poudre Valley REA is owned by you,
you have better input into the affairs of the Association. Your
Board of Directors has only one responsibility when it meets each
month ... that is, to look after the affairs of Poudre Valley REA.
The Fort Collins City Council may not have the time to be as
attentive to the utility business.

TERMS OF PAYMENT - SEASONAL: A-89 C
The minimum charge for service to seasonal or recreational
consumers in areas normally occupied less than nine (9) months
per year shall not be less than twelve (12) monthly minimums as PATr
defined above, vhether the service is connected or disconnect-
ed. The minimum seasonal charge shall apply for the period '
from December to December (season). The charges for usage
under this schedule, including the minimum, shall be billed
monthly. Services disconnected during the season will be
billed the monthly minimum for the remainder of the season
unless the service is billed to a successor in occupancy.
